Background
The Technology Mechanism serves the UNFCCC and the Paris Agreement through its policy body, the Technology Executive Committee (TEC), and its implementation body, the Climate Technology Centre and Network (CTCN), to facilitate enhanced action on climate technology development and transfer.
Partnerships are essential to translating climate technology priorities into concrete action, bringing together policy guidance, technical expertise, technology solutions and financial resources to support developing countries. This collaborative approach is closely aligned with Sustainable Development Goal 17 (SDG 17), Partnerships for the Goals, particularly target 17.7, which promotes the development, transfer, dissemination and diffusion of environmentally sound technologies to developing countries.
At the June 2026 UN Climate Change Conference in Bonn, the TEC and CTCN convened the side event “Accelerating Climate Action through Partnerships under the Technology Mechanism”, showcasing existing partnerships and exploring opportunities to strengthen collaboration to scale climate technology deployment.
Building on these discussions, the Technology Mechanism continues to engage with a broad range of partners to explore opportunities for collaboration and mobilize additional support. During New York Climate Week, the TEC and CTCN engaged in the UNFCCC Philanthropy Roundtable to build new partnerships and mobilize support for climate technology action. The adoption of the Belém Technology Implementation Programme (BTIP) provides further momentum for strengthening technology implementation and creates additional opportunities for collaboration.
Against this backdrop, the proposed event at COP31 will bring together existing and prospective partners, including philanthropy, multilateral development banks, financial institutions and other strategic actors, to explore practical opportunities for strengthening partnerships with the Technology Mechanism and accelerating climate technology development and transfer in developing countries.
Objectives
The event aims to showcase partnerships and identify new opportunities with the Technology Mechanism to advance technology development and transfer, including through collaboration with the Technology Executive Committee (TEC) and Climate Technology Centre and Network (CTCN). It will explore opportunities for financial, technical and strategic contributions that can translate the work of the Technology Mechanism into tangible support for countries. Specifically, the event will:
Explore practical partnership models that connect policy guidance, technical assistance, technology solutions and finance to accelerate climate technology deployment and scale;
Identify opportunities for financial, technical and strategic collaboration with philanthropy, multilateral development banks and other partners to complement and strengthen the work of the TEC and CTCN;
Identify concrete opportunities for joint action, including those emerging from the BTIP, and build momentum towards COP32 for a broader and more diversified partnership base supporting the Technology Mechanism and its future second Joint Work Programme.
