Exploring the establishment of a UNFCCC TNA Project Preparation Facility

The implementation of climate technologies is required on a large scale and at an accelerated pace to keep the goals of the Paris Agreement within reach. Developing countries have articulated their climate technology needs and priorities and developed project ideas through the well-established UNFCCC Technology Needs Assessment (TNA) process. This has resulted in more than 1,000 Technology Action Plans (TAPs) that are ready to be turned into bankable projects. However, until now, the TNA process has not managed to result in the implementation of climate technologies at scale.  

The UNFCCC secretariat, in partnership with the Ministry of Industry and Advanced Technologies of the United Arab Emirates, is hosting this event to explore the establishment of a TNA Project Preparation Facility that helps to address the gap between TNA process outcomes and investment-ready projects. In addition, such a facility would support matching investment and technology needs with domestic and international finance and technology providers. Given that the latest TNAs and TAPs have been predominantly prepared by least developed countries (LDCs) and small island developing States (SIDS), this new facility will focus on accelerating financing and the deployment of climate technologies in the most vulnerable countries that are at the forefront of climate change.
