The Climate Technology Centre and Network is the operational arm of the UNFCCC Technology Mechanism, hosted by the UN Environment Programme and the UN Industrial Development Organization. The Centre promotes the accelerated transfer of environmentally sound technologies for low carbon and climate resilient development at the request of developing countries.
COP 24 requested the UNFCCC secretariat to organize a dialogue, in conjunction with SBI 55, to consider the findings of the second independent review of the effective implementation of the CTCN.
Background
As the implementation arm of the Technology Mechanism, the Climate Technology Centre and Network (CTCN) aims to accelerate the development and transfer of technologies through three services: (i) providing technical assistance at the request of developing countries on technology issues; (ii) creating access to information and knowledge on climate technologies; and (iii) fostering collaboration among climate technology stakeholders via its network of regional and sectoral experts.
The centre is hosted by UNEP in collaboration with UNIDO and is supported by 11 consortium partners. It also has a network of over 600 network members from national, regional, sectoral and international organizations to support the operationalization of its functions and mandates. The CTCN is accountable to and guided by the COP and CMA through its advisory board to support enhanced action on technology development and transfer under the Convention and the Paris Agreement.
COP 17 agreed on arrangements to make the Technology Mechanism fully operational in 2012 and adopted the terms of reference for the CTCN and the selection process for the host of the CTC. It also requested the UNFCCC secretariat to commission an independent review of the effective implementation of the CTCN every four years, with the findings, including any recommendations regarding enhancing the performance of the CTCN, considered by the COP. The findings and recommendations that emerged from the second independent review of the CTCN will be considered by COP 26 in Glasgow.
Objectives
