Summary of the informal consultations on elections with the Chairs and Coordinators of regional groups and constituencies, convened on Monday, 14 November 2022

The final consultations on nominations for election of officers on bodies established under the Convention, the Kyoto Protocol and the Paris Agreement at COP 27 were convened on Monday, 14 November 2022.  The consultations considered the status of nominations, particularly for SBSTA Chair, COP Rapporteur and Vice Presidents.

Vice President Rasmussen informed that 12 nominations were received so far, representing 8 per cent of the nominations for the COP 27 elections, and thanked Asia-Pacific Group for transmitting the nomination for SBI Chair.  Vice President Rasmussen urged Chairs and Coordinators to transmit the remaining nominations and informed that the deadline for nominations was extended to Wednesday, 16 November 2022.

Vice President Rasmussen informed that in the case of nominations not received for the elections at the closing plenaries of the governing body, the current members and alternate members would remain in office in accordance with the rules of procedures.  However, for  bodies with no procedure for the current member and alternate member to remain in office (such as the Adaptation Fund Board, the Consultative Group of Experts, and the Paris Committee on Capacity-building), the positions open for elections at COP 27 would remain vacant at the end of the term of office of current members and alternate members until the nominations are received.  

Chairs and Coordinators informed that consultations were progressing, and they expect to transmit the remaining nominations by the extended deadline.


Summary of the informal consultations on elections with Chairs and Coordinators of regional groups and constituencies, convened on Wednesday, 9 November 2022

The consultations on nominations for the election at COP 27 of officers on bodies established under the Convention, the Kyoto Protocol and the Paris Agreement were convened on Wednesday,
9 November 2022.  The consultations considered the status of nominations for the elections to be held by the subsidiary and governing bodies, and the status of gender representation on UNFCCC bodies.  The secretariat presented the Election Nomination Portal.

Recalling that at the opening of COP 27 on Sunday, 6 November 2022, the President informed the COP that to date only 9 out of the 132 nominations that were due for the elections at COP 27 have been received, which represented 7 per cent of the nominations, Vice President Rasmussen urged Chairs and Coordinators to intensify consultations and transmit the nominations for their respective groups and constituencies as early as possible and latest by Saturday, 12 November 2022.

Vice President Rasmussen requested Chairs and Coordinators to prioritize the nomination of the SBSTA and SBI Vice Chairs and Rapporteurs for the elections to be held at the closing session sessions of the subsidiary bodies on Saturday, 12 November, and urged Chairs and Coordinators to transmit these nominations by the deadline of Friday, 11 November.

The secretariat provided an update on the 2022 report on gender balance in the UNFCCC process. Vice President Rasmussen requested the secretariat to provide to Chairs, Coordinators and advisers information regarding the gender representation for each regional group and constituency. Vice President Rasmussen requested Chairs and Coordinators to prioritize the nomination of female and male candidates equally in order to achieve the goal of gender balance.

The secretariat introduced the enhanced Elections Nomination Portal to be used by Chairs, Coordinators and advisers to nominate candidates for election. Vice President Rasmussen urged Chairs and Coordinators to use the portal to transmit their nominations.

Chairs and Coordinators informed that consultations within their respective groups and constituencies are advancing and that they expect to transmit nominations by the deadline.

The next consultations will be convened on Monday, 14 November 2022.

Summary of the consultations on elections with the Chairs and Coordinators of regional groups and constituencies, held during the Bonn Climate Change Conference, Tuesday, 14 June 2022, in Bonn, Germany

The second consultations on the nominations for the election of offices of bodies under the Convention, the Kyoto Protocol and the Paris Agreement, chaired by Ms. Anne Rasmussen, Vice President of the COP/CMP/CMA Bureau, were convened on Tuesday, 14 June 2022.

Regarding the nominations that are outstanding for the Supervisory Body established under Article 6.4 of the Paris Agreement, the Chair of one regional group informed that agreement has been reached and the nominations will be forwarded to the secretariat shortly.  The Chair of another regional group informed that consultations are ongoing to reach final agreement.  

With regards to nominations for the elections to be held at COP 27, Chairs and Coordinators informed that consultations within their respective groups and constituencies are progressing. Vice President Rasmussen encouraged Chairs and Coordinators to continue consultations within their respective groups and constituencies and to transmit to the secretariat the nominations of current members and alternate members who are eligible for re-election for an additional term.

Regarding the proposal from Georgia, Chairs and Coordinators informed that consultations within their groups on the assessment prepared by the secretariat are ongoing.  Vice President Rasmussen invited Chairs and Coordinators to continue consultations within their groups and constituencies on the assessment and provide their views at the next consultations. 

The next consultations will be convened in Sharm el-Sheik at COP 27.

Summary of the informal consultations on elections with the Chairs and Coordinators of regional groups and constituencies, convened on Wednesday, 8 June 2022

The first consultations on the elections at COP 27 of members and alternate members on bodies established under the Convention, the Kyoto Protocol and the Paris Agreement were convened on Wednesday, 8 June 2022.

Vice-President Rasmussen informed Chairs, Coordinators and advisers that the President has invited her to conduct the consultations on his behalf and requested her to update the President and the Bureau on progress. 

Vice-President Rasmussen recalled that forty-one nominations are outstanding from COP 26 and recent resignations. With regards to the eight nominations that are outstanding for the Supervisory Body established under Article 6, paragraph 4, of the Paris Agreement, Vice-President Rasmussen noted that the important work of the Supervisory Body was delayed until these nominations are received by the secretariat.  She informed Chars and Coordinators that the President has emphasized the urgency to finalize the outstanding nominations to the Supervisory Body during the June sessions so that the Body can begin its work immediately. Vice-President Rasmussen urged the two regional groups concerned to prioritize and intensify consultations within their groups to finalize and transmit the nominations to the secretariat by Saturday, 11 June 2022.  She also urged Chairs and Coordinators to intensify efforts to finalize and transmit all other outstanding nominations during the sessions.

Vice-President Rasmussen informed Chairs and Coordinators that nominations are expected for 112 positions open for the elections to be held at COP 27.  She further informed members and alternate members currently serving on 68 of the 112 positions are eligible for re-election for a second term of office. Following the established practice, Vice-President Rasmussen recommended that Chairs and Coordinators confirm in writing to the secretariat the nomination of the members and alternate members eligible for re-election. Nominations for the 44 of the 112 positions with current members or alternate members who are not eligible for re-election would be addressed in Sharm-el Sheik.   She also urged Chairs and Coordinators to nominate women in order to achieve the goal of gender balance on UNFCCC bodies at COP 27.

The Chairs of the two regional groups concerned informed that active consultations are ongoing to finalize the nominations to the Supervisory Body under Article 6.4 of the Paris Agreement. Chairs and Coordinators agreed to consult and confirm to the secretariat by the end of the session, the nomination of current members and alternate members who are eligible for re-election for another term of office.  

The secretariat briefed Chairs and Coordinators on the assessment of the implications for constituted bodies of the proposal from Georgia, which was prepared by the secretariat further to the mandate of COP 26.  Vice-President Rasmussen invited Chairs and Coordinators to consult their groups and constituencies on the assessment and provide their views at the next consultations.  

The next consultations will be held on Tuesday, 14 June 2022.
