Mandate and background
The Presidency is convening the first annual ministerial high-level round table on the impacts of the implementation of response measures on Tuesday, 17 November 2026 from 10:00 to 13:00 in Antalya, Türkiye, during the United Nations Climate Change Conference in Antalya in November 2026.
The Conference of the Parties (COP), the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP) and the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA), through the adoption of the workplan of the forum on the impact of the implementation of response measures and its Katowice Committee of Experts on the Impacts of the Implementation of Response Measures (KCI) for 2026–2030, decided to organise an annual ministerial high-level round table on the impacts of the implementation of response measures.
Discussions on the impacts of the implementation of response measures, including at the recent third global dialogue in Thailand (21-22 Sep), demonstrate a strong commitment to maximising the opportunities and managing the impacts arising from transition pathways, while recognising the relevance of national circumstances and priorities. Related discussions will take place at SB65 through technical sessions for activities 5 and 12, and workshops for activities 8 and 15 of the 2026-2030 workplan.
As the first annual ministerial high-level round table on the impacts of implementation of response measures, the 2026 annual ministerial high-level round table is a unique opportunity for Parties to discuss national approaches to the impacts of implementation of response measures.
Parties will be invited to share their views on how impacts of implementation of response measures are being considered at the political level and reflected in national implementation of policies and programs to address climate change. Parties will also be called to reflect upon how policies and planning to manage the impacts of implementation of response measures are being used to inform and drive development and implementation of climate policies and measures.
The round table aims to provide a space for a fruitful and constructive exchange of views and experience, with open discussion of strategies and practices to improve consideration and management of the impacts of the implementation of response measures in national implementation. Parties will be able to exchange examples of best practice and experiences from their national contexts to help other Parties, communities, organisations and industries maximise the benefits whilst minimising the adverse impacts of the global transition to low emissions development.
