The first Global Stocktake made clear that market-based mechanisms are among the conditions for closing the global emissions gap and 89% of Parties with new or updated NDCs now signal intent to use Article 6. The Paris Agreement Crediting Mechanism (PACM) is operational: three methodologies approved, the first DOEs accredited, first issuance requests approved, and 418 CDM activities approved for transition. It is an opportune moment to effectively engage with PACM and convert intent into activities, authorized units, and mobilized finance.

This two-day workshop combines operational briefings with structured dialogue across governments, developers, buyers, financiers, and institutional partners. It pursues three aims:

1. Unpack demand signals for A6.4ERs 
2. Going from intent to action by surfacing discussions on country readiness and authorization preferences to signal what is bankable
3. Building the methodological pipeline by clarifying the bottom-up methodology submission route and encouraging development efforts for priority industrial sectors. 

Sessions cover the PACM state of play, the CDM-to-PACM transition, the activity cycle, approval versus authorization, methodology development, registry operations, country sector priorities, and financing pathways with a consistent message throughout: authorization predictability is what makes pipelines bankable.
