Organization of the dialogue

The 2026 GST dialogue was held on 16 June 2026 from 10:00 to 12:30 and from 15:00 to 16:00 (CEST) in conjunction with the 64th Session of the Subsidiary Bolides, in Bonn, Germany.

It consisted of a plenary opening session, with scene-setting presentations to inform the discussions, followed by facilitated breakout sessions, and finally a closing plenary featuring reports from the breakout sessions and floor interventions.

The dialogue was open to all Parties and non-Party stakeholders and was webcast live on the UNFCCC website.

 

Themes for the dialogue

The dialogue aimed to facilitate sharing of knowledge and good practices on how the outcome of the first GST are informing the preparation of Parties’ NDCs. It also provided a platform for exchanging experiences, challenges, barriers and opportunities related to NDC preparation and implementation.

The 2026 GST dialogue focused on: (1) Reflecting and translating GST outcome into NDCs; and (2) Advancing and enabling NDC implementation.

Theme 1: Reflecting and translating GST outcome into NDCs 

Guiding questions

  • How did Parties take into account and reflect the technical assessment findings and the outcome of the first GST in the preparation and design of their NDCs?
  • What practices and approaches can be shared on translating the global efforts in the GST outcome into actionable, context-specific measures at the national levels, in line with national development priorities? What challenges have been encountered in this process?
  • What were the experiences, lessons learned and challenges in national institutional processes for NDC preparation and implementation planning, including but not limited to, target-setting, the assessment of enabling conditions and the development of investment plans?

Theme 2: Advancing and enabling NDCs implementation 

Guiding questions

  • What key finance, technology and capacity-building needs have been identified during NDC preparation and implementation planning, particularly in developing countries, and how these needs could be addressed to support NDC implementation?
  • What are the challenges and opportunities in unlocking investment for NDC implementation, and how could synergies with economic diversification and broader national development plans be promoted?
  • How can international cooperation and inclusive stakeholder engagement be enhanced to support the implementation of NDCs and global climate actions?

Breakout Sessions 

The sessions will be structured in two consecutive rounds, with two groups convening in parallel in each round, each focusing on a distinct theme. Participants will remain in the same group throughout the breakout sessions, while facilitators will rotate between groups after the first round. Each round will last 45 minutes, with a short break in between.
