RBP are a cornerstone of REDD+. So far, 39 countries have submitted reference levels (RLs) to UNFCCC. We discuss experiences with setting RLs and applying for RB, and with performance-based finance, to meet climate change objectives. We examine key challenges, and opportunities for improvement.
