This measure will be implemented via specific requirements within the new bus operators’ contracts that will come to force in 2020. More specifically, based on the new contracts, it is required that the average age of any PT operator’s bus fleet drops to 10 years for the contract period 2020-2030. At the moment, on a national level, the average age of the public bus fleet is approximately 17 years and it is therefore expected that extensive renewal of the fleet will be undertaken to meet these requirements. This measure will be implemented by including specific requirements within the new bus operators’ contract such as: • Additional Cost for the Tenderer to Convert their bus fleet to Compressed Natural Gas (CNG), when such fuel source is available in Cyprus and the prerequisites for doing so exist. The proposal should be identifying, but not costing, the number of CNG Fuel Stations; • Additional Cost for the Tenderer to provide Electric Buses (maximum capacity 22 persons) in Historic City Centres • May submit a variant to their standard offer (of 10 year contract period), showing amortisation over a longer period – not exceeding 15years – for supplying a fleet with vehicles (buses) operating with electric energy, which are more expensive than the usual diesel buses, and will require further significant investments on charging stations in depots and key locations, but contribute towards a cleaner environment.

Launched on April 10, 2018, this program encourages hamlet and residential customers to install their own renewable energy system and offers energy credits for communities and individuals for feeding energy back into the Qulliq Energy Corporation's energy grid.

The emPower Rural Electrification Project plans to install 400kW of solar PV and battery storage in rural villages that currently do not have access to the national grid. These villages are Medina Bank, Golden State, and Indian Creek. This project is in alignment with Belize’s Sustainable Energy Action Plan (SEAP), which sets a goal of universal access to energy services by 2030.

Improving the business environment for offshore wind power by comprehensive review of regulations: - Consolidating examinations under Electricity Business Act and Port and Harbor Act/Ship Safety Act starting from April 2021. Also, from the same month, streamlining the safety review procedures based on the Electricity Business Act under certain conditions. - Clarifying the criteria for permission to leave in place fixed-bottom wind turbines based on Law Relating to the Prevention of Marine Pollution and Maritime Disaster by the first half of FY2021. -Compiling measures to relax the criteria and conditions related to the installation of aircraft warning lights on wind power generation facilities based on the Civil Aeronautics Act by the end of FY2021.

Based on Act on Promoting Utilization of Sea Areas for Renewable Energy Generation enforced in April 2019, project formation process will be steadily developed. In addition, considering the knowledge obtained by the enforcement, necessary improvements to expedite the project formation will be made. Moreover, the national government will systematically promote the establishment of power grids, ports and harbors, and other infrastructure necessary to realize the above offshore wind power capacity introduction targets. For example, regarding the securing of power grids, which has been a problem in terms of multiple grid operators securing the same grid, introduce a scheme whereby Government provisionally secures power grids necessary for project development. Specifically with regard to securing grids, which has been an issue due to the multiplicity of grid operators, the relevant rules will be improved during FY2021, including revisions of the guidelines and regulations of relevant organizations, in order to utilize the grid-securing scheme for public solicitation. In addition, the Government will take the lead in promoting demonstration projects for wind surveys, seabed, and oceanographic surveys, etc., to promote the formation of projects.

Incentives for the purchase and use of low/zero emission vehicles including the old vehicle scraping scheme and financial incentives for the purchase of electric vehicles that was announced in late 2019. This scheme will come into force in 2020. A budget for the programme was set at 3mn euros, of which 2.5mn eur is earmarked for the withdrawal of old cars and replaced with a new car with a conventional engine meeting the emissions criteria. The subsidy of 2k euro is available for the purchase of new conventinal vehicles, while 5k euro will be give for buying a new electric vehicle which does not require the withdrawal of an old car.

In the parking area, there is to be provided charging capacity for rechargeable motor vehicle in a sufficient number of parking spaces, that is to say that there is generally a free space at all times with charging possibilities. However, the company is not obliged to offer charging possibilities of more than six per cent of the total number of places.

The program provides financial support to large clean electricity generation and transmission projects that can transmit clean electricity from provinces and regions with abundant renewable energy resources to provinces and regions seeking to reduce reliance on fossil fuels for electricity generation. Negotiations on Integrated Bilateral Agreements began in fall 2017 and concluded in October 2018; Infrastructure Bank became operational in 2018. Several projects are underway. Under the $9.2 billion Green stream of the Investing in Canada Infrastructure Program, delivered through Integrated Bilateral Agreements, there has been one publically announced strategic interconnection project to date. This electrification project underway in British Columbia is entitled the Peace Region Electricity Supply, and will connect the existing LNG industry to renewable energy to power their processes. As modelled in the Regional Electricity Cooperation and Strategic Infrastructure reports, this project has the potential to reduce 2.6 Mt of Green House Gases in 2030.

In October 2018, SaskPower introduced the new Power Generation Partner Program (PGPP) to replace the existing Small Power Producers and Flare Gas Power Generation Programs. The PGPP is a 2-year program accepting up to 10 MW of renewable generation and 25 MW of carbon-neutral non-renewable generation from customer and community owned projects each year. In November 2018, SaskPower’s Net Metering Program was extended until November 30, 2021 or such a time when the program reaches 16 MW of new generation, whichever occurs first. The 16 MW cap for the net metering program was reached in mid-2019 due to a rapid increase in program participation. A modified Net Metering Program was subsequently launched in November 2019 with no limit on program capacity and no program end date. The new program creates certainty and a sustainable incentive for increased renewable energy in the province.

A financial incentive will be offered to 4.8% of the deals. Of these, 50 % will use it, while the efficiency of newly purchased cars will improve by 42 %. The amount of financial support is 1000 EUR.

It is necessary to promote the sustainable development of urban transport systems by optimizing freight transport logistics and intelligent management of public parking areas (ICT technologies), introducing integrated passenger transport, introducing car-sharing schemes in cities, introducing low-emission zones in cities, introducing public transport systems for urban bicycles and construction of associated bicycle infrastructure, intelligent traffic management (upgrading, adaptation and replacement of obsolete signaling devices and equipment, installation of advanced transport equipment and intelligent traffic lights equipped with an autonomous renewable energy system, construction and equipping of central operational centers for the control and management of intersections with traffic lights set). At local levels, continuous development and implementation of Sustainable Urban Mobility Plans and/or Strategic Plans, which build on existing planning practices and take into account integration, participatory and evaluation principles, are needed to meet the needs of urban residents for mobility, now and future, and ensure a better quality of life in and around cities. The activities will be accompanied by appropriate outreach campaigns.

This Directive requires Member States to ensure that contracting authorities and contracting entities take into account lifetime energy and environmental impacts, including energy consumption and emissions of CO2 and of certain pollutants, when procuring certain road transport vehicles with the objectives of promoting and stimulating the market for clean and energy-efficient vehicles and of improving the contribution of the transport sector to the environment, climate and energy policies of the Union. Clean Vehicles Directive 2019 requires a minimum percentage of clean vehicles in the aggregate public procurement across a Member State. A Member State has to meet at least half of the procurement target for clean buses in each period through the procurement of zero-emission buses.

The measure is regulated by the Combined Carriage of Goods Act (OG 120/16), or the Ordinance on Incentives in Combined Carriage of Goods (OG 5/18), which stipulates incentives in combined transport of goods by rail, inland water or sea, and incentives in combined transport freight by road section.

Major programme of rail electrification underway to replace older diesel trains with modern, low-emission electric trains. This means that operators are contractually obliged to meet emissions levels based on running modern electric rather than diesel traction. Trans Pennine Express (TPE) and Northern are examples where 11% and 17% reductions in CO2e emissions per vehicle km respectively where contracted based on electrification schemes. Reducing costs: electric trains tend to be cheaper to buy, operate and maintain than diesels. They are also lighter so do less damage to the track. So whilst there is clearly a large capital cost associated with installing new electrification infrastructure, this can be compensated over time by the lower operational costs of electric trains. Increasing capacity and reliability and reducing journey times: electric trains tend to outperform equivalent diesels in terms of reliability, acceleration and carrying capacity. Reducing environmental impacts: electric trains are quieter and more carbon efficient than diesels and zero emission at point of use which helps with local air quality.

The State of Queensland implements two feed-in tariff programmes: Market feed-in tariff and regional solar feed-in tariff. Regional solar feed-in tariff is a flat rate tariff available to eligible Ergon Energy Retail customers and Origin energy customers in regional Queensland. The Queensland Competition Authority sets the rate each year. For 2020-21, the regional tariff is 7.861 cents per kwh. To be eligible for the programme, households have to • operate a solar system with a maximum inverter capacity not exceeding 30 kilowatts • consume less than 100 megawatt hours (MWh) of electricity a year (the average home uses approximately 6.1MWh a year) • be a retail customer of either Ergon Energy Retail or Origin Energy (if you’re connected to the Essential Energy network) • be connected to the electricity grid • have a network connection agreement with an electricity distributor signalling their approval to connect the system to the electricity grid • have only one solar power system receiving the feed-in tariff per premise • not be receiving any other tariff (i.e. the 44 cent/kWh feed-in tariff).
