Background

Under the timeline and modalities for the implementation of the 2026–2030 workplan, the KCI is requested to organize an intersessional workshop in 2026 to jointly scope analytical work and studies under four interlinked activities: activities 5, 6, 11 and 12 of the workplan of the forum on the impact of the implementation of response measures and its KCI. In line with this mandate, the KCI plans to convene an intersessional workshop on 6–7 May 2026 in Bonn.

Scope of the workshop

1. Assessing impacts of response measures in the context of global stocktake outcomes and net zero pathways (Activity 5)

Under activity 5, the workplan of the forum and its KCI focuses on understanding how response measures contribute to achieving the outcomes of the global stocktake under different net zero scenarios and pathways, including their socioeconomic implications. This work is intended to support a more integrated understanding of how mitigation efforts interact with broader economic and social objectives

2. Analysing impacts of measures taken to combat climate change, including cross‑border effects (Activity 6)

Activity 6 addresses the impacts arising from measures taken to combat climate change, including cross‑border impacts, in accordance with Article 3, paragraph 5, of the Convention. The activity seeks to deepen understanding of how such measures affect countries and regions, and to support informed consideration of these impacts.

3. Case studies on just transition, decent work and economic diversification (Activity 11)

Through activity 11, the KCI is mandated to develop regional case studies on just transition of the workforce, the creation of decent work and quality jobs, and economic diversification and transformation. These case studies are intended to shed light on opportunities and challenges faced by Parties in planning and implementing transitions in different regional contexts.

4. Case studies on the impacts of economy‑wide nationally determined contributions (Activity 12)

Activity 12 focuses on examining the social and economic impacts of economy‑wide nationally determined contributions, covering all greenhouse gases, sectors and categories. This work seeks to enhance understanding of economy‑wide effects of climate action and to inform the broader UNFCCC process, including, as appropriate, the second global stocktake.

Expected outputs

The primary output of the workshop will be agreed scoping elements for activities 5, 6, 11 and 12, including:

  • a clearly defined scope and framing for the report under activity 5;
  • the scope of the first report under activity 6;
  • the scope of case studies for three regions under activity 11;
  • the scope of case studies and related analytical work under activity 12.

These outputs will be documented and presented to the KCI for consideration and further guidance at its subsequent meeting(s), in accordance with the agreed workplan timelines.
