RCC West and Central Africa in 2025

The Regional Collaboration Centre (RCC) for West and Central Africa, based in Lomé and hosted by the West African Development Bank, supports 25 countries in advancing NDCs, NAPs, Article 6 readiness, and climate finance access. In 2025, the RCC continued to support countries of the region in achieving climate goals under the Paris Agreement.

Achievements in 2025

In 2025, the Centre delivered 68 events, 43 country support activities, and 16 knowledge products. Key achievements include:

  • NDC Clinics on investment planning for anglophone and francophone Africa.

  • Webinars on emissions projections, heavy‑industry decarbonization, gender integration, and just transitions.

  • Knowledge products on land tenure and community land rights in NDCs.

  • CDM transition clinics and Article 6 readiness support.

  • The Second West African Market Hub and regional carbon credit platform development.

  • Youth‑driven adaptation videos and climate finance training.

  • Support to the NAP Expo and regional NAP workshops.

  • Development of a Model Climate Change Law for Africa.

  • Briefings to UN Resident Coordinators and parliamentarians.

Direct Country Support

Adaptation

  • Supported adaptation communication elements in Burkina Faso, Cameroon, Guinea, Liberia, Mauritania, and Nigeria.

  • Provided NAP formulation support to The Gambia and others.

Mitigation

  • Supported NDC 3.0 formulation in seven countries.

  • Delivered in‑country NDC validation workshops in Cameroon and Liberia.

Article 6 and Carbon Pricing

  • Supported 12 countries in CDM transition to PACM.

  • Assisted 14 countries with Article 6 participation requirements.

  • Developed institutional frameworks for Article 6 implementation in Togo.

  • Conducted carbon pricing studies in Cameroon and Nigeria.

RCC WAC Africa strengthened The Gambia’s NAP process by:

  • providing technical advisory inputs,

  • improving institutional coordination,

  • enhancing national capacity, and

  • accelerating NAP formulation aligned with UNFCCC guidelines.

RCC WAC Africa is a product of a trusted partnership between the UNFCCC secretariat and the West African Development Bank (Banque Ouest Africaine de Développement / BOAD), providing demand-driven technical and advisory support that responds directly to country-defined priorities and strengthens national climate implementation with an emphasis on inclusive climate action that integrates gender equality and youth empowerment. As a delocalized regional arm of the UNFCCC secretariat, the RCC plays a key regional convening role, enabling sustained coordination among countries, regional institutions, and UN Climate Change expertise. Our collaboration with the UNFCCC secretariat under the RCC contributes to more coherent and effective delivery across West and Central Africa, particularly in advancing climate action in core areas such as NDC development and implementation, National Adaptation Plans, climate finance, Article 6 readiness, and the assessment of carbon pricing instruments.
