RCC Latin America in 2025

The Regional Collaboration Centre (RCC) for Latin America RCC Latin America, based in Panama City and hosted by UNEP, supports 15 countries across Central and South America in advancing NDCs, NAPs, Article 6 readiness, and climate finance mobilization. In 2025, the RCC continued to support countries of the region in achieving climate goals under the Paris Agreement.

Achievements in 2025

In 2025, the Centre delivered 99 events, 36 country support requests, and 14 knowledge products. Key achievements include:

  • Regional stocktaking meetings on NDC 3.0.

  • Webinars on just transition, private‑sector engagement, and Article 6.

  • NDC Clinics during Climate Week.

  • REDICAP regional dialogue on carbon pricing.

  • Regional events on PACM participation and CDM transition.

  • Article 6 and ETF linkage webinars.

  • ICAT ReCATH workshops on ICTU development.

  • Regional adaptation dialogues and NAP capacity‑building.

  • Engagement with academia and ministers on NDC progress.

Direct Country Support

Adaptation

  • Supported El Salvador, Nicaragua, and Bolivia with NAP formulation and capacity‑building.

NDCs and LT‑LEDS

  • Supported Panama with an operational roadmap aligned with the Nature Pledge.

  • Strengthened Peru’s mitigation scenario modelling.

  • Supported Chile’s NDC 3.0 launch.

Article 6 and Carbon Pricing

  • Delivered CDM transition training for multiple countries.

  • Strengthened A6.2 reporting capacity in Mexico and Paraguay.

  • Advanced carbon market readiness in Panama, Guatemala, and Costa Rica.

Case Study: Panama

RCC Latin America supported Panama in designing its national carbon market system by:

  • developing a Carbon Market Roadmap,

  • drafting the Executive Decree establishing the SNMCP,

  • conducting a national public consultation with 290 stakeholders, and

  • strengthening institutional and technical capacity for Article 6 participation.
