This document aims to facilitate further discussion during the seventeenth session of the SBI (SBI 17) on participation in the Convention process. It sets out current practice concerning participation of observer organizations in intersessional workshops, and participation of observers in meetings of limited-membership bodies constituted under the Convention and the Protocol. Options and proposals for enhancing participation are presented for consideration
