RCC MENA and South Asia

RCC MENA and South Asia, based in Dubai and hosted by the World Green Economy Organization, supports 10 countries across the Middle East and South Asia in advancing NDCs, NAPs, Article 6 readiness, and climate governance. In 2025, the RCC continued to support countries of the region in achieving climate goals under the Paris Agreement.

Achievements in 2025

In 2025, the Centre delivered 17 events, 17 country support requests, and 8 knowledge products. Key achievements include:

  • Establishing the NAP 3.0 Coordination Platform with 20 agencies.

  • Regional dialogues on NAP formulation and implementation.

  • Support to the NAP Expo in Lusaka and NAP Country Dialogues for LDCs.

  • Webinars on industrial decarbonization, ETF linkages, and Article 6.

  • Africa NDC Clinics participation.

  • Regional workshop on Article 6 and carbon pricing.

  • Knowledge products including the Article 6 Explainer Series and Private Sector Engagement Guide.

  • Webinars on COP29 outcomes and climate finance.

Direct Country Support

Adaptation

  • Supported Djibouti, Yemen, Bahrain, Jordan, and others in NAP formulation and submission.

NDCs and LT‑LEDS

  • Supported Libya, Sudan, Comoros, Lebanon, Morocco, and Pakistan in NDC development and submission.

Article 6 and Carbon Pricing

  • Supported Iraq, Bahrain, and Lebanon in integrating Article 6 into NDC 3.0.

  • Developed Iraq’s institutional framework for Article 6 implementation.

  • Supported Bhutan and Sri Lanka in developing national Article 6 frameworks.

RCC MENA and South Asia supported Iraq by:

  • assessing institutional gaps,

  • developing Article 6 institutional setup guidelines,

  • defining authorization processes, and

  • strengthening national readiness for carbon market participation.

As WGEO, we are pleased with the progress achieved by RCC MENA South Asia in the past year and the practical, country-driven support that the team was able to deliver across the Middle East, North Africa and South Asia. Through tailored technical assistance and advisory support, RCC MENA SA has assisted countries in the region advance key areas of climate action, including Article 6 readiness, the preparation and implementation of nationally determined contributions, and national adaptation planning.

We particularly value the RCC’s role as a trusted regional convener, using regional platforms and partnerships to identify priorities and enable sustained follow-up at the country level. The continued strengthening of its adaptation and resilience work is especially important in responding to the region’s evolving needs. As RCC MENA SA’s host we remain deeply committed to this partnership and look forward to deepening our collaboration in 2026 as countries move toward accelerated implementation.
