Background

Established as a UNFCCC constituted body at COP 21 in 2015, the Paris Committee on Capacity-building (PCCB) addresses current and emerging gaps and needs in implementing and further enhancing climate-related capacity-building efforts in developing countries, including with regard to enhancing the coherence and coordination of these efforts. Since 2019 the PCCB also serves the Paris Agreement. In early 2021, the PCCB established the informal coordination group for capacity-building under the Convention and the Paris Agreement (ICG) to create a conducive space for representatives of constituted bodies, operating entities and relevant processes under the Convention and the Paris Agreement to coordinate climate change related capacity-building plans and activities, and allow for better sharing of information, coherence, and identification of opportunities. The ICG currently comprises representatives of 16 UNFCCC bodies, entities and processes. 

This session at the 5th Capacity-building Hub featured the launch of six e-booklets containing a wide range of capacity-building resources, produced by bodies, entities, and processes represented in the ICG, focused on major climate action areas as part of the ICG’s coherence and coordination-focused efforts. The booklets covered the thematic areas of adaptation, mitigation, climate finance, climate technology, transparency, as well as mainstreaming human rights, gender, indigenous knowledge, education, and youth.

The launch was complemented by an exploration of coherence and coordination-related efforts pertaining to capacity-building undertaken outside the UNFCCC process, focusing on principles and lessons learned with regard to effective capacity-building for climate action.

 

Objectives

  • Launch six e-booklets featuring capacity-building resources produced by bodies, entities and processes represented in the ICG, focused on major climate action areas, namely: adaptation, mitigation, climate finance, climate technology, transparency and mainstreaming human rights, gender, indigenous knowledge, education and youth; 
  • Share findings from coherence and coordination related efforts pertaining to capacity-building undertaken outside the UNFCCC process; 
  • Provide space for the sharing and gathering of views and perspectives of capacity-building stakeholders on the issue of coherence and coordination of climate-related capacity-building.
