Mandate

CMA3 decided to convene an annual high-level ministerial round table on pre-2030 ambition, beginning at its fourth session (decision 1/CMA.3, para. 31).

Objective

Taking place at the start of the second week of COP 28, the objective of the high-level ministerial round table on pre-2030 ambition, is to provide ministers a space to discuss the mitigation outcome at COP 28, to hear all views and to address key political issues relevant to unlocking an ambitions COP 28 outcome on mitigation.

Moreover, with the first year of activities under the Sharm el-Sheikh mitigation ambition and implementation work programme and mitigation work programme and as mandated by Decision 4/CMA.4, paragraph 17, participants will also hear from the co-chairs of the mitigation work programme on the global dialogues and investment focused events, held in 2023 on accelerating just energy transition and the annual report of the work programme to set the scene of the discussions at the roundtable.

Focused guiding questions

In the light of discussions before and during COP28 - and the mandate of this roundtable:

  • How should a COP28 mitigation outcome be framed to accelerate both individually and collective action to keep 1,5 alive, in line with the bottom-up structure of the Paris Agreement?
  • How do we ensure that everyone have access to technology and finance to ensure the implementation of zero- and low-emission solutions that are needed to enhance ambition by all, and how should this be reflected in a COP28 outcome?

Participation and Format

Please note that owing to limited capacity of the venue, participation and attendance in the dialogue is strictly by registration.  Details on the registration and access modalities for Parties will be shared directly with National Focal Points closer to the date of the event. Please refer to the message published by the incoming COP 28, CMP 18 and CMA 5 Presidency related to the organization of the 2023 high-level ministerial round table on pre-2030 ambition on the webpage for further details.

The 2023 high-level ministerial round table will also be webcast.  Webcast link will be made available here in due course. Interpretation in the official languages of the United Nations will be provided.

Focused Guiding Questions:

In the light of discussions before and during COP28 - and the mandate of this roundtable:

  • How do we ensure that everyone have access to technology and finance to ensure the implementation of zero- and low-emission solutions that are needed to enhance ambition by all, and how should this be reflected in a COP28 outcome?
Format:
  1. The dialogue will be held in a round table setting, to be chaired by the two ministers.

  2. Once the round table discussion opens, ministerial co-chairs will open the floor for interventions and invite Ministers with raised flags to speak, with priority given to Ministers speaking on behalf of groups of Parties, then to Ministers speaking on behalf of Parties, then to Party representatives.

  3. Interventions should be limited to three minutes; Parties should note that otherwise it may not be possible to accommodate all speakers in the allocated time period.

  4. Participants may submit written statements for publishing on this web page to the secretariat at mitigation_meetings@unfccc.int
