Summary outcome:
The AC welcomed the update of the online resource on navigating the landscape of support for the process to formulate and implement NAPs within its current scope and the publication of the updated version on the AC’s website.
It recalled that this work is undertaken, inter alia, in the context of the mandate to the AC and the LEG to enhance their work in addressing the priority gaps and needs, obstacles and challenges of developing countries related to the process to formulate and implement NAPs (decision 9/CP.27, para 8).
It considered the draft compilation of support for the next update of the resource, including the proposed filtering options to make the resource more interactive and user-friendly, and provided inputs on refining the filters.
It requested the secretariat to
- continue compiling available support on the basis of feedback received at AC 30, engage external experts and entities, as guided by the AC and taking into account the AC’s guidelines for external collaboration, and share a final list of support for the AC’s intersessional consideration;
- share the final list, once approved by the AC, with the NAP task force for its feedback;
- prepare a demonstration version of the updated online resource for consideration at AC 31;
- include in the demonstration version options to create linkages between the online resource with the platform on technical guidance and training materials, as considered under agenda item 7 of AC 30.

6. (b) AC thematic dialogues

AC30/CN/6B - AC thematic dialogue 2027, concept note

Summary outcome:
The AC welcomed the successful conduct of the 2026 thematic dialogue on “Opportunities for accessing adaptation finance from the operating entities of the Financial Mechanism” which attracted a high number of participants.
It recalled that the summary report and the recording of the dialogue have been made available on the dialogue’s website to serve as information and learning materials.
It agreed that, in the future, it will dedicate one of its annual thematic dialogues on the theme of access to adaptation finance and to conduct additional dialogues on other topics arising from its work and related products, as appropriate and subject to the availability of resources.
Recalling outcomes of the 2026 Adaptation Forum, it decided to hold two thematic dialogues in 2027, one on the theme of “Local-level adaptation finance” and the other on the theme of “Adaptation effectiveness and progress” and requested the secretariat to develop concept notes for these dialogues for the AC’s consideration at AC 31, taking into account the inputs received at AC 30.

7. Technical guidance and training materials to support the implementation of the United Arab Emirates Framework for Global Climate Resilience (in collaboration with the Consultative Group of Experts and the Least Developed Countries Expert Group)

Summary outcome:
The AC considered the proposed approaches for addressing the mandate through the two tracks - Track A (existing materials) and Track B (new products), provided feedback, and agreed on the following actions:
- On Track A, the AC requested the secretariat to refine the demonstration version of the online platform, taking into account the guidance received at AC 30, including by revising the disclaimer and further developing the criteria for the inclusion of resources and arrangements for their review and updating.
- The AC agreed that the online platform be publicly launched following intersessional review and approval by AC members.
- Following its public launch, the platform would be further enhanced and updated, as appropriate, under the guidance of the AC and taking into account experience gained from its use and relevant inputs received.
- On Track B, the AC requested the secretariat to develop the detailed curriculum, learning objectives and a demonstration version of the modular e-learning course including a disclaimer for consideration at AC 31, while ensuring synergies and complementarity with existing and emerging learning materials.
The AC also agreed to continue seeking inputs from the CGE and the LEG, PCCB and other relevant bodies and stakeholders in advancing the work under both tracks A and B.

8. Recommendations on how to improve reporting on adaptation action and progress (in collaboration with the Consultative Group of Experts and the Least Developed Countries Expert Group)

Summary outcome:
The AC continued its work on developing recommendations to improve reporting on adaptation action and progress, pursuant to decision 2/CMA.5, paragraph 45, building on progress made since 2024. It agreed to continue working on the recommendations, considering the discussions at AC 30, in collaboration with the CGE and the LEG, with a view to including them in its 2027 report.
The AC also agreed to invite Parties and non-Party stakeholders to submit, by 28 February 2027, further views in the context of the mandate from decision 2/CMA.5, paragraph 45, to inform the development of the recommendations.

Summary outcome:
The AC welcomed the full update of the interactive portal on the State of Adaptation by Parties (SoA Portal) as of 31 May 2026 and the development of the 2026 State of Adaptation Action (SoA) synthesis report.
It adopted the report as presented.
It agreed to adopt the report as one of the AC’s input to the technical assessment component of the second global stocktake.
It requested the secretariat to maintain the SoA portal, including by regularly updating each country profile on the basis of newly submitted reports and communications, and to use it as an important resource for the development of AC products and its outreach and communication activities.
It agreed to publish the next synthesis report in 2028 and requested the secretariat to prepare a concept note for consideration by the AC at AC 31, containing relevant information in addressing the mandate contained in decision 12/CMA.7, para 15.
It requested the secretariat to continue the initial analysis conducted in response to the mandate contained in decision 12/CMA.7, para 15, and as included in the annex of document AC30/INF/9A, taking into account inputs received at AC 30, and to share the further progress for the AC’s consideration, noting that it constitutes a relevant part of the AC’s input to GST 2.

9. (b) Information collection and preparation for the second global stocktake

Summary outcome:
The AC considered the annotated outline of the synthesis report for the second GST and provided initial inputs.
It agreed to open the document for additional written inputs by AC members for the two weeks following AC 30.
It requested the secretariat to:
- Prepare a first draft of the synthesis report by 1 December 2026, for the AC’s intersessional consideration, taking into account inputs from AC 30 and the guiding questions developed and under preparation by the Chairs of the SBSTA and SBI for the information collection and preparation component and for the technical assessment component of GST II;
- Prepare the second draft of the synthesis report by 31 January 2027, taking into account written inputs provided by the AC until 31 December 2026;
- Take into account additional inputs from the AC and prepare the final draft of the synthesis report in time for the AC to adopt the report at its mid-term call (date TBC).

| 10. Recognizing the adaptation efforts of developing country Parties |

Summary outcome:
The AC considered the draft 2026 synthesis report on recognizing the adaptation efforts of developing country Parties and provided further guidance to the secretariat towards its finalization.
It agreed to open the document for final comments by AC members for the two weeks following the closure of AC 30. It also requested the secretariat to take into account the inputs received and to prepare a final draft for the AC’s intersessional approval before publishing a professionally designed version by the end of the year.
Further,
the AC decided to update the 2022 “Synthesis report on the cost of adaptation - Efforts of developing countries in assessing and meeting the costs of adaptation: Lessons learned and good practices”, and publish the updated version as the next synthesis report.
The AC requested the secretariat to prepare a concept note, including on the approach, outline and timeline for the next synthesis report, taking into account inputs received at AC 30, for consideration at AC 31.

11. Communications plan and strategy of the Adaptation Committee

Summary outcome:
The AC took note of the update on the implementation of its communications plan and strategy for 2025–2026 and provided guidance on its communication and outreach priorities.
The AC requested the secretariat to produce an updated communications plan and strategy for 2027 – 2028 for consideration by the AC at AC 31, taking into account the guidance provided at AC 30.
The AC agreed to continue exploring additional products for translation into UN languages.

12. Work of the Adaptation Committee’s task force on national adaptation plans

Summary outcome:
The AC welcomed the report by the NAP task force and expressed its appreciation for the work undertaken.
It agreed to consider, intersessionally, how the NAP task force’s function of supporting collaboration among its members and contributors could be further enhanced.
It agreed to establish a working group of AC members to further discuss, intersessionally, options to enhance its collaboration with relevant constituted bodies as well as with external experts and entities, in the context of its flexible workplans.
It further agreed to consider the proposals by the working group at AC 31.

13. Adaptation Forum

Summary outcome:
The AC welcomed the successful conduct of the 2026 Adaptation Forum and agreed to take its outcomes into account in its future work and in its communication and outreach products.

14. Organization of intersessional work
|

Summary outcome:
The AC took note of the draft internal document on modalities to enhance the efficiency of its intersessional work, as developed under the guidance of the AC Co-Chairs.
It agreed that the AC will finalize the document intersessionally and will make it available to AC members for their review and input until 31 January 2027, and tasked the Co-Chairs to finalize the document for consideration by the AC at AC 31.
