Fourteenth meeting of the Consultative Group of Experts
Summary of outcome
The fourteenth meeting of the Consultative Group of Experts (CGE) took place from 3 to 5 March 2026, in Bonn, Germany, following the eighth CGE Informal Forum held on 3 March 2026. Twenty-four (24) CGE members, fifteen in-person and nine online, attended the meeting.
Key summary of the outcomes of the meeting includes the following:
- The CGE elected Ms. Kamil Salazar (Belize) as the Chair and Mr. Fredrick Ouma (Kenya) as the Rapporteur for 2026.
- Pursuant to the revised terms of reference of the CGE, adopted in Belem, the main objective of the meeting was to develop the CGE work programme for 2026-2029 and the work plan of 2026 including priorities and key activities.
- Taking into account its revised TOR adopted by COP 30 and CMA 7, the guidance by SBI 63, as well as the existing and emerging needs and gaps of developing countries and feedback received from various channels of CGE engagement with national transparency experts and practitioners throughout last year, the CGE successfully developed its work programme for 2026-2029 and the work plan for 2026.
- The CGE underlined the importance of timely availability necessary financial resources to support full implementation of its annual workplan.
- As a part of its 2026 workplan, the CGE will organize regional hands-on training workshops on selected topics based on the priority capacity building needs identified in the regions, including, but not limited to, facilitating implementation of the MPGs, including sharing experience with participation to TER and FMCP, application of flexibility provisions, developing improvement plans, establishing institutional arrangements to implement the ETF, reporting information on climate change impacts and adaptation, including loss and damage, reporting on support needed and received, and using the ETF reporting tools. The group also decided to organize its regional webinars.
- The group will continue enhancing its communication and outreach activities in 2026, and its collaboration efforts with other expert groups and constituted bodies under the Convention and the Paris Agreement, as well as with other intergovernmental and international organizations, to pursue potential synergies in provision of technical advice and assistance to developing country Parties.
- In addition, the CGE revised its Rules of Procedure, taking into account the COP 30 and CMA 7 outcomes in Belem.
- Finally, the CGE tentatively agreed to organize its 15th meeting in September 2026.
