Context

CMP 12 requested SBI to initiate, at SBI 52, the fourth comprehensive review of the implementation of the framework for capacity-building in developing countries under the Kyoto Protocol, with a view to completing that review at CMP 17 (Decision 6/CMP.12, para 6). At COP 22 and CMP 12, Parties took the decision to have different timelines for conducting the fourth review of the implementation of the framework for capacity-building in developing countries under the Convention and Kyoto Protocol, which are normally synced. The fourth review of the implementation of the framework for capacity-building in developing countries under the Convention was completed at COP 25.

COP 23 and CMP 13 requested SBI to initiate, at SBI 52, the fifth review of the implementation of the framework for capacity-building in countries with economies in transition under the Convention and under the Kyoto Protocol, respectively, with a view to completing this review at COP 26. (Decision 17/CP.23, para 4 and Decision 4/CMP.13, para. 4)

With the postponement of SBI 52 and COP 26 in 2020, the reviews could not be formally launched and/or completed. However, activities in support of the review could be initiated in 2021 by the SBI Chair under the overarching principle of maximizing progress and minimizing delay as reconfirmed by the Bureau at its meeting on 25 February.

In 2021, given the continued uncertainty about how the pandemic will evolve, the SBI Chair continues to be guided by the principle as agreed by the Bureau, and as such is proposing informal consultations in support of the fourth comprehensive review of the implementation of the capacity-building framework in developing countries under the Kyoto Protocol and the fifth comprehensive review of the implementation of the capacity-building framework in countries with economies in transition under the Convention and Kyoto Protocol. The proposed consultations by the SBI Chair could assist in advancing progress and minimizing delays within the climate change intergovernmental process, with the overall goal of ensuring success at COP 26.

Objective

The objective of these consultations is to provide an informal space for Parties under the guidance of the SBI Chair to exchange views on opportunities for streamlining the process for monitoring and review the implementation of the capacity building frameworks and any other matters Parties may wish to raise pertaining to capacity-building arrangements.

Description

Virtual informal consultations in a large group format with key Groups/Parties will be utilised. The consultations will include the following areas of discussion:

  • General expectations, including views on the outcomes of the fifth review of the implementation of the framework for capacity-building for economies in transition both under the Convention and the Kyoto Protocol and the linkages with the current capacity-building arrangements.
  • General expectations, including views on the outcomes of the fourth review of the implementation of the framework for capacity-building under the Kyoto Protocol and explore options for streamlining the process towards concluding the review this year and align future reviews, building on the process and outcomes of the fourth review under the Convention that took place at COP 25.
  • Any other matters related to the reviews.
