Summary of outcome

Part two of the 4th meeting of the Consultative Group of Experts (CGE) took place on 9 and 10 December 2020, starting from 14:30 – 17:30 (CET) on both days.  Twenty-one (21) CGE members and one (1) observer attended the meeting.

The main objective of the meeting was to take stock of its 2020 workplan and discuss the draft progress report of the CGE for 2020 to the Subsidiary Body for Implementation.

The key summary of the outcomes of part two of the 4th CGE meeting includes the following:

  • The CGE noted that as a result of the COVID-19 pandemic, it had to move its regional training workshops into a virtual setting.
  • Despite the challenges posed by the on-going pandemic, it was able to deliver technical support to developing country Parties without any interruption.
  • The CGE reflected on a number of achievements from its 2020 workplan, which included the following:
  1. The CGE managed to train, through virtual training workshops, substantial number of national experts (296) from 85 developing countries on existing measurement, reporting and verification (MRV) under the Convention and enhanced transparency framework (ETF) under the Paris Agreement;
  2. For the first time, the CGE had conducted its training workshops in all UN languages except Chinese;
  3. Conducted  6 webinars in English, French and Spanish where 409 experts participated;
  4. The CGE held a successful informal forum during the Climate Dialogues with over 300 participants. The CGE appreciated the positive feedback received from the participants on the technical support it delivered;
  5. The CGE continued organizing the training for the team of technical experts to conduct technical analysis of BURs.
  • The CGE will prepare 3 reports and submit them to the Subsidiary Body for Implementation by February 2021. These include:
  1. 2020 report of the CGE to the Subsidiary Body for Implementation;
  2. Report on the regional virtual training workshops on the existing MRV arrangements and the enhanced transparency framework;
  3. Updated technical paper on problems, constraints and lessons learned as well as capacity-building needs for the preparation of NCs and BURs.
  • Finally, the CGE tentatively agreed to have its next meeting, the 5th CGE meeting, from 2 to 4 March 2021.  The secretariat was requested to make the necessary arrangements.
