Context
In order to enhance the effectiveness of capacity-building efforts, activities aimed at capacity-building need to be properly monitored and evaluated. Monitoring of capacity-building projects is essential to their success and through well-planned and suitable monitoring and evaluation (M&E) practices, efficient allocation of resources and increased effectiveness can be better ensured.
Enhancement of M&E tools and practices for capacity-building is a key area for improvement consistently highlighted by many stakeholders in the UNFCCC process, most recently by members of the PCCB Network at the Network's inaugural meeting and by participants of the 9th Durban Forum on capacity-building which were both held virtually in June 2020. Consequentially, we are working to explore and answer the following questions: How can we better monitor and evaluate the impact and effectiveness of capacity-building interventions and how do we need to design these projects for them to be successful and evaluable?
Description/Objective
This virtual session aimed to bring together actors involved in capacity-building projects and procedures, and facilitate the sharing of key insights and best practices regarding their M&E. It directly contributed to the ongoing work on capacity-building in the UNFCCC process through promoting discussions and solutions on a topic of key importance to Parties and observers, engaging the PCCB Network, and through disseminating findings on the web-based capacity-building portal.
The interactive event was the first in a new public event series: The “Capacity-building Talks” was launched by the UNFCCC secretariat to facilitate discussion and provision of information among actors and stakeholders involved in climate capacity-building. These talks offer a space to exchange knowledge and share best practices, including with a view to strengthening the focus of and work on capacity-building within the UNFCCC process.
