UN Climate Change News, 30 September 2024 – This month’s meeting of the Paris Implementation and Compliance Committee (PAICC) took place at a critical juncture, marking the PAICC’s final meeting before upcoming deadlines for Parties to communicate their new national climate plans (known as nationally determined contributions or NDCs), submit their biennial transparency reports (BTRs) and biennial communications.
With the help of information sessions organized by the secretariat, Committee members and alternate members were able to build their collective understanding of these mandatory reports or communications of information, in the framework of its upcoming work. The Committee was also able to identify areas where further deliberation was needed.
The meeting, which took place in-person and online in Bonn from 9-11 September, was also critical in the planning of the Committee’s upcoming work for PAICC’s next meeting, which will happen during the first two weeks of April after the submission deadlines for NDCs, BTRs and biennial communications.
The Committee will engage with Parties in a facilitative manner if a Party has not communicated or maintained an NDC, reported its national inventory report (NIR), or provided the information necessary to track progress made in implementing and achieving its NDC. The Committee will also engage if a developed country Party has not submitted information on financial technology transfer and capacity building support provided to developing country Parties.
The 12th meeting also launched the new PAICC website, which features information on the Committee, its composition and its latest events, and links to e-learning resources and the Committee’s annual and meeting reports. A brief video titled “What is the PAICC”? gives an informative overview.
The meeting closed with the Committee expressing its gratitude to the PAICC Co-Chairs, Christina Voigt and Haseeb Gohar, for their excellent leadership and dedication to advancing the work of the Committee as per its mandate. Next steps
At the upcoming United Nations Climate Change Conference in Baku, PAICC plans to highlight its role in supporting Parties with their implementation of and compliance with the Paris Agreement.
About the PAICC
The Paris Agreement established the Committee to facilitate the implementation of and promote compliance with its provisions. The Committee is expert-based and facilitative in nature. It consists of twelve members and twelve alternate members, whom the Conference of the Parties serving as the meeting of Parties to the Paris Agreement (CMA) elects based on equitable geographical representation.
The Committee can take different measures to facilitate implementation and promote compliance, such as helping countries engage with relevant bodies or arrangements on finance, technology and capacity building or assisting in developing an action plan.
