Global Climate Action Portal

The Global Climate Action portal is an online platform where actors from around the globe - countries, regions, cities, companies, investors and other organizations - can register their commitments to act on climate change.

Launched by UN Climate Change, Peru and France in 2014, the portal was born of the realization that addressing climate change will take ambitious, broad-based action from all segments of society, public and private.

Crucially, it helped build momentum towards the adoption of the Paris Climate Agreement 2015. With the portal's formal inclusion in the Decision Text of the Agreement, countries welcomed the efforts of all actors to scale-up their climate actions and encouraged them to register these actions via the Global Climate Action portal.

The aim is to present a clear, comprehensive view of Global Climate Action, recognizing actors and inspiring still greater ambition, for the good of current and future generations.

Progress tracking

At COP26 in November 2021 the Global Climate Action portal launched the tracking of voluntary climate action. The tracking captures the progress made by individual actors and cooperative initiatives that are registered in the portal, including the initiatives launched at the UN SG's 2019 Climate Action Summit and COP25.

The work to define the components and metrics to reflect the progress of voluntary actions from Non-Party stakeholders has been done in collaboration with various organizations within Camda. Specific to the work related to international cooperative initiatives, the Global Climate Action portal worked closely with the German Institute of Development and Sustainability (IDOS), the Global Center on Adaptation and the UNEP DTU Climate Initiatives Platform (CIP), who provided valuable inputs and support to this work. These collaborations have allowed the alignment of the data collected from cooperative initiatives, aiming to reduce the burden of reporting by lead organizations. The work related to individual actors has been undertaken in close partnership with CDP.

Progress against target

The 'Progress against target' indicator provides information regarding the progress that an actor has made towards a tracked commitment registered on the portal. The value represents the percentage completed in a given reporting year with respect to a base year value and projected final value (specified within the target itself). Where progress against target is reported directly by an actor as part of their disclose to a GCAP data provided the value is shown as they report it. Where an actor is not requested to provide this information as part of their climate disclosure, but the values used for its calculation are available, progress against target maybe calculated by the data provider to whom the target and associated information is reported.

For Cooperative Climate Initiatives:

If you would like to present your Cooperative Climate Initiative on the Global Climate Action Portal (GCAP), please send an e-mail of interest to NAZCA@unfccc.int by providing 1) the name of the Cooperative Climate Initiative, 2) climate goal(s) of the Cooperative Climate Initiative, 3) participants of the Cooperative Climate Initiative, 4) monitoring mechanism of the Cooperative Climate Initiative, and 5) relevant contact point (i.e. focal point(s)).

Based on the information provided, our team may contact the focal point for further information including an invitation to an initial registration survey. The team will review the submission made through the survey and will conduct due diligence. With the completion of the process, the Cooperative Climate Initiative may be recognized on GCAP, and will be invited to further provide progress information through the annual progress tracking process.

GCAP Updates

The portal update features the latest progress of the Cooperative Climate Initiatives (CCIs) participating in the 2024 Progress Survey. To help users quickly identify these initiatives, an additional filter, ‘Participated in 2024’, has been added.

The update includes an improved Progress Framework Reporting to facilitate the display and readability of ‘Targets’, ‘Actions undertaken’, ‘Deliverables & output’, and ‘Challenges & opportunities.’

The COP 29 Event tracking page is also now online, allowing users to follow Global Climate Action announcements during the conference, download newly launched reports and filter announcements by topic area.

Update of the portal includes an additional Cooperative Climate Initiatives announced at COP 26: Net Zero Carbon Events

Update of the portal to include two additional Cooperative Climate Initiatives announced at COP 28: COP28 Action Agenda on Regenerative Landscapes and Climate Club 

 

Update of the portal to recognize three additional Cooperative Climate Initiatives Early Warnings for All and Industrial Deep Decarbonisation Initiative and 24/7 Carbon-Free Energy, and include individual actor data reported through the UNFCCC’s Sports for Climate Action initiative.

The update also included the deployment of a ‘Launch Information’ filter on the Cooperative Initiative Tracking page, enabling users to easily identify initiatives launched at a particular COP or in a particular year.

GCAP News

On 24 May 2024, the co-chairs of the non-Party stakeholder Recognition and Accountability Framework consultation submitted the recommendations to the UNFCCC Executive Secretary arising from the consultation. The Executive Secretary has warmly thanked the co-chairs, and noted that these independent recommendations will be considered carefully, with a response to follow in the period ahead.

A dedicated page has been launched to track the climate action announcements made at COP 28. The page will provide a publicly accessible repository of climate action announcements made during the conference and provide the basis for tracking their progress, including through their integration with the Portal’s actor tracking and initiative tracking components.

Following the recommendations of the Climate Data Steering Committee, the Net Zero Data Public Utility launched its proof of concept.
