Climate Technology Centre & Network and WIPO

Background

The UNFCCC Climate Technology Centre & Network (CTCN) works with network members and national and local stakeholders to provide information, training and support to build and/or strengthen the capacity of developing countries to identify, maintain and adapt climate technology solutions.

The World Intellectual Property Organization (WIPO), through WIPO GREEN, hosts a database of more than 129,000 green technologies and innovations to bridge the gap between technology providers and seekers. Localized acceleration projects are designed to further build the capacity of local stakeholders in developing and emerging economies to adopt and scale green solutions and climate technologies.

The CTCN and WIPO came together during this session to address capacity-building needs and opportunities for scaling transformational climate technologies at urban level. Innovation and technology are critical elements for building low-carbon cities. While many technologies are proven and readily available, cities’ awareness of appropriate solutions and implementation know-how often presents a barrier.

Objectives

  • Highlighted how capacity building in the form of awareness raising, access to online green technology platforms, and hands-on training are critical elements in cities’ climate action.
  • Showcased how cities can leverage their capacity building support provided as a crucial component of CTCN technical assistance projects.
  • Shared experiences of national stakeholders with CTCN capacity-building related to: development of green building standards for Zimbabwe, development of circular economy roadmaps and real-time transport information systems in Bangladesh.
  • Demonstrated how the WIPO GREEN database of needs and technologies and the flagship Green Technology Book can help urban planners, developers and decision-makers identify and gain access to climate technologies and innovation, with focus on how such resources can be integrated into cities’ climate plans and processes.

Key Outcomes

  • The transition times between the start of implementation of climate technology projects and real meaningful impact can be long, in particular in developing countries. This can partly be mitigated through multi-dimensional interventions linked to key socioeconomic sectors, especially when strengthened by insights on low-hanging fruits identified in collaboration with NGOs and civil society.
  • It is crucial to facilitate equal access to knowledge on climate technologies relevant and suitable for various urban contexts, as a means to bridge policy and implementation. Platforms such as the WIPO GREEN database can help facilitate such awareness raising and support the technology need identification process.
  • A fast and growing use of technologies, in particular digital technologies, is foreseen in cities to control energy consumption, manage traffic flows and enable grid connectivity for vehicles and buildings.
