Information from the COP 31 Presidency and the COP 31 Blue and Green Zone is available on the COP 31 Presidency website.

In accordance with rule 19 of the draft rules of procedure being applied, the credentials of representatives of Parties, as well as the names of alternate representatives and advisers, shall be submitted to the secretariat no later than 24 hours after the opening of COP 31, CMP 21 and CMA 8. Any later change in the composition of the delegation shall be communicated to the secretariat as early as possible.

The credentials must be issued by the Head of State or Government, by the Minister of Foreign Affairs or, in the case of a regional economic integration organization, by a competent authority of that organization. They should indicate the date and place where the instrument was issued, be signed by the competent authority and indicate the title of the signatory. In the case of a person acting ad interim as the Head of State or Government or as the Minister of Foreign Affairs, the title must indicate that the person is exercising such powers ad interim. In this respect, the secretariat will accept the following formulations: Acting President, Acting Prime Minister, Acting Minister of Foreign Affairs, President ad interim, Prime Minister ad interim and Minister of Foreign Affairs ad interim.

The secretariat wishes to remind Parties that, in accordance with decisions 17/CP.9, 36/CMP.1 and 2/CMA.1, only one set of credentials is necessary to cover the participation of Parties in COP 31, CMP 21 and CMA 8.

Original credentials, duly signed as indicated above and written in one of the six official languages of the United Nations*, should be deposited during COP 31, CMP 21 and CMA 8 at the External Relations Office, located in the conference venue. To ensure proper handling and delivery to the repository, no other office or authority of the secretariat or the host country has been designated to receive credentials.

To acknowledge receipt of credentials, the badge of the delegate delivering the credentials will be scanned as confirmation of receipt of the document. A list of valid credentials will be posted on the UNFCCC COP 31 web page. The secretariat strongly recommends that Parties verify that their credentials have been listed on the official web page of the secretariat. In the event that they are not listed 48 hours following the deposit of credentials, the External Relations Office of the UNFCCC secretariat should be contacted. In accordance with rule 20 of the draft rules of procedure being applied, the Bureau will examine the credentials and submit its report to the COP.

Information concerning the appointment of representatives participating in the sessions that is communicated by fax, email, letter or note verbale from a ministry, embassy, permanent mission to the United Nations or other participating government office or authority or through a local United Nations office will not be considered as a credential.

*Credentials may be submitted in Arabic, Chinese, English, French, Russian or Spanish. To facilitate the examination of credentials, a courtesy translation into English would be appreciated if the credentials have been executed in another official United Nations language.

Updates on scheduled meetings and announcements will be available during the conference through a dedicated link on the COP 31 conference page.

Pre-session and in-session documents will be made available on the COP 31, CMP 21, CMA 8, SBSTA 65 and SBI 65 session web pages on the UNFCCC website.

In view of sustainability considerations and the need to optimize the use of resources, documents will be available online only. While delegates may print documents themselves at the computer centre, they are encouraged to limit such printing.

As in previous COPs, a secure Digital Platform is available to all registered participants, providing access to meetings and digital conference services in accordance with their badge type and the applicable participation rules.

The platform provides a central place to view the conference schedule, access meetings, receive updates and notifications, and find relevant meeting information and documents. Participants can also personalize their schedule and preferences, helping them stay informed about meetings and documents relevant to them. Where available, meeting content can also be accessed on demand.

The platform also supports participant networking and includes an AI-powered assistant to help participants find and navigate relevant conference information more easily.

Registered participants will receive an email with instructions on how to access and log in to the platform. The conference schedule will be published shortly before the start of the COP and will continue to be updated as required.

Information on the Green Zone can be found here.

Visitor registration is for the Green Zone.

The Green Zone is closed to visitors during the Leaders' Summit on 11-12 November.

Information on medical services, healthcare facilities, emergency services and travel health guidance is available on the official COP31 website. More details are added as they become available.

Participants travelling to Türkiye are encouraged to consult up-to-date health and travel guidance, including the latest recommendations, before departure. Relevant resources include:

Medical services, including first aid, on-site medical personnel and emergency response support, will be available at the COP31 venue.

Antalya offers a wide network of hospitals and pharmacies, including 24-hour pharmacies.

In case of a medical emergency, call 112.

Disclaimer

Participants are strongly encouraged to obtain comprehensive international medical insurance for their period of participation. The United Nations and the UNFCCC secretariat disclaim all responsibility for medical, accident, and travel insurance, for compensation for death or disability, for loss of or damage to personal property and for any other costs or losses that may be incurred during travel or the period of participation.

In the interest of the security and safety of all participants and the smooth running of the conference, the UNFCCC secretariat reserves the right to deny and/or restrict access to the conference premises or to request registered participants to leave the premises. The UNFCCC secretariat shall not be responsible for any or all expenses incurred by nominated participants who are requested to leave the premises or are refused registration or access to the conference for which they have been nominated and/or registered as participants.

Non-smoking policy

Smoking indoors is strictly prohibited, including the use of vapers and electronic cigarettes. Designated outdoor smoking areas are available at various locations throughout the conference venue.

Information on interpretation services is available on the COP 31 official website.

Meditation and prayer rooms are available in the Blue Zone Areas D2 and D3. See the Blue Zone map for their locations.

The UNFCCC secretariat provides meeting rooms free of charge to Parties and observer organizations for coordination, internal and informal meetings.

Meeting rooms are available for up to 55 minutes per Party or observer organization, per day, between 08:00 and 17:55 hrs.

How it works

  1. Submit: Complete the online Meeting Room Request Form.
  2. Acknowledgement: Receive an email with your Request ID.
  3. Join the queue: 24 hours before your meeting, you will receive an email to join the room assignment queue or cancel your request.
  4. Room assignment: Receive an email with your assigned room or a notification if no room is available.

Note: Requests submitted less than 24 hours before the meeting are automatically added to the queue, subject to remaining room availability.

Participants may also visit the Meeting Room Assignment (MRA) counter for assistance and to check room availability:

  • Location: Area C1
  • Opening hours:  Monday, 9 November to Friday, 20 November 2026: 08:00 – 18:00 hrs (except Sunday, 15 November – conference premises closed all day).

Important information

  • Submitting a request or joining the queue does not guarantee a meeting room.
  • Room assignments are subject to availability and the requirements of the negotiating process, which takes priority.
  • Requests not added to the queue before the scheduled meeting start time will expire.
  • Please keep your Request ID for any follow-up regarding your request.

Meeting Room Assignment (MRA) Policy

  • Requests for meeting rooms may be submitted for a maximum duration of 55 minutes per Party or observer organization, per day, for meetings scheduled between 08:00 and 17:55 hrs.
  • Due to limited room availability, requests will only be accommodated for meetings with a minimum of 5 participants.
  • Meeting rooms allocated through the MRA process are intended for coordination, internal and informal meetings. They may not be used for side events or other organized conference events, which are subject to separate booking procedures.
  • Starting 24 hours before the scheduled meeting time, requestors will be invited by email to join the room assignment queue or cancel their request. Requests submitted less than 24 hours before the meeting will be automatically added to the queue. All requests are processed subject to room availability, and joining the queue does not guarantee a meeting room. Requests not added to the queue before the scheduled start time will expire.
  • Meeting room reservations are made on a provisional basis and their final confirmation depends on the demands of the negotiating process, which takes priority. If a meeting room is required for negotiation meetings, the secretariat may cancel or reallocate a confirmed meeting at short notice prior to its start. Requestors will be notified via the email address and/or mobile telephone number provided in the request form and supported, where possible, in identifying an alternative solution.
  • Confirmed meeting rooms not occupied within 15 minutes of the scheduled start time will be released by the secretariat and may be reassigned to another requesting group.
  • If a confirmed meeting is no longer required, requestors are expected to cancel it as soon as possible so the room can be made available to other Parties and observer organizations. Repeated failure to use or cancel confirmed meeting rooms may be taken into consideration when processing future requests.
  • The layout of meeting rooms is fixed and complies with applicable safety regulations. Changes to the setup, removal or relocation of furniture, or the use of external equipment, including audiovisual equipment, are not permitted.
  • Interpretation, virtual participation, streaming, recording and other related digital services are not available.
  • Food and beverages are not permitted inside meeting rooms. Only water is allowed.
  • Submission of the Meeting Room Request Form constitutes acknowledgement and acceptance of the above conditions.

Official COP31 conference app

The COP 31 Presidency and the UNFCCC secretariat have launched the official COP31 conference app, providing participants with convenient access to key conference information and practical resources.

The app provides access to the conference programme, news and updates, venue navigation, transportation and accommodation information, as well as details of Green Zone and pavilion events.

The app is available for download on Android and iOS; or via the COP31 website and QR code.

Digital Platform App

The Digital Platform App is also available for download on Android and iOS via QR code. More details can be found here.

The participants can find meetings with simple search filters, build personal schedule, watch sessions live and on demand, and log in with own credentials to access content according to their badge type.

Two nursing rooms for participants with babies are available in the Blue Zone Area A (Registration) and Area C2 (Special Events 1–4).

See the Blue Zone map for their locations.

Detailed information and resources for observer organizations participating in COP 31 are available on the Observer organizations at COP 31 page.

General information on participation and engagement of observer organizations and other non-Party stakeholders can be found here.

Observer organizations that miss the nomination deadline will not receive a quota for confirming delegates during the confirmation phase. Please see the section “Registration” below for further information.

The number of observer organizations admitted to the UNFCCC process has been significantly increasing in recent years. While the addition of new organizations enriches the process, there is a need for more diversity and regional balance in the representation of observer organizations at UNFCCC sessions, as recognized by the SBI. Therefore, the registration quota allocation system has been revisited. Efforts are being made to ensure a more balanced representation of observer organizations with regard to regional groups and constituencies.

Delegation offices and pavilion spaces are available on a commercial basis.

The Expression of Interest period has now closed, and new submissions are no longer accepted.

For questions related to pavilion or office space requests, please contact the Government of Türkiye ebluezone.spaces@cop31.tr.

The secretariat continues its efforts to find sufficient funding for the coordination of side events and exhibits at the United Nations Climate Change Conference COP 31. In order to ensure the time required for authorization by NFPs/DCPs of applicant entities, and subsequent coordination for mergers of applications, the side events and exhibits online registration system (SEORS) will be open in parallel with the fundraising efforts so that the secretariat can immediately start the selection process if and when sufficient resources are found.

As in previous years, applications for side events and exhibits are managed through SEORS. SEORS is the only channel used by the UNFCCC secretariat to receive applications for official side events and exhibits by admitted observer organizations, and Parties partnering with admitted observer organizations. The information on the application timeline will be published on the SEORS home page as soon as it becomes available.

The UN inter-agency coordination for side events to be organized by the UN organizations and specialized agencies at COP 31 is undertaken by the UNFCCC secretariat. The Designated Contact Points to UNFCCC for each UN organization have been informed about the application process. Please refer to them for further information on the application process and timeline. The list of DCPs can be found here.
