11 October 2018

Informal consultations on the outcome of COP 24
The incoming Polish Presidency of the COP24 organized an informal meeting on the level of lead negotiators. The meeting took place in New York on the 27th of September to assist in preparations for the upcoming 24th conference of the Parties to UNFCCC. 33 Parties participated in the consultations. The COP23 Presidency, the UNFCCC Executive Secretary and the Presiding Officers were also present.

The meeting looked at four elements of the potential Katowice outcome: the NDCs process, adaptation, transparency and finance. In order to ensure inclusiveness the Polish incoming Presidency prepared this note under its own authority reflecting the broad lines of the discussion. The note attempts to capture the presented views in a balanced manner but it should not be treated as exhaustive.

The next informal consultations on the level of the lead negotiators will take place in Krakow on 24th of October, after the conclusion of the ministerial pre-COP.

Mr. Michał Kurtyka, President-designate of COP 24
On 30 April 2018, Poland nominated Mr. Michał Kurtyka, State Secretary in the Ministry of Energy in Poland, to serve as the President of COP 24. The President-designate attended the Bureau meeting on 28 April, 2018 and the sessions of the subsidiary bodies in Bonn in May. He has since actively reached out to Parties and Groups of Parties. The President-designate will attend the upcoming Bangkok session and continue engaging with all stakeholders to ensure that the Conference in December succeeds in fully operationalizing the Paris Agreement and furthering the implementation of the Convention and the Protocol. 22 - 23 January 2018

Retreat of the Presiding Officers of the Subsidiary Bodies and the current and incoming Presidencies
On 22 and 23 January 2018, the Presidency, incoming-Presidency of COP 24 and the Presiding Officers of the subsidiary bodies met in Bonn with the secretariat to continue the established tradition of developing a coordinated and coherent approach to facilitating the work of the Bodies for a successful outcome in Katowice. The Presidency (Fiji) was represented by Ambassador Nazhat Shameem Khan (Chief Negotiator for COP 23), Minister Inia Seruiratu, (High-level Champion for COP 23), and Ambassador Deo Saran (Climate Ambassador for COP 23). The incoming-Presidency (Poland) was represented by Ms. Konstancja Piatkowska (National Focal Point) and Mr. Tomasz Chruszczow (Special Envoy for Climate Change and High-level Champion for COP 24). They were joined by the newly elected Chairs of the SBSTA and the SBI, Mr. Paul Watkinson (France) and Mr. Emmanuel Dumisani Dlamini (Swaziland), and the Co-Chairs of the APA, Ms. Sarah Baashan (Saudi Arabia) and Ms. Jo Tyndall (New Zealand).

During the retreat, the Fiji Presidency provided an update on preparations for the Talanoa Dialogue. In addition, the Presiding Officers reflected on the outcomes of COP 23 and brainstormed on the expectations and objectives in Katowice. They also engaged in in-depth discussion on the Paris Agreement work programme, including the inter-linkages across issues addressed by different bodies and on other elements of the 2018 outcome.

The Presiding Officers began initial planning for 2018, including preparations and expectations for the upcoming April/May sessions.

The Presiding Officers will continue to meet regularly to strengthen their collaboration in the lead up to COP 24. They have agreed to meet prior to the upcoming April/May sessions, in addition to coordinating informally on the margins of other meetings.

Note from the Presiding Officers of SBSTA, SBI and APA
The Presiding Officers of the SBI, SBSTA and APA actively engaged at the Heads of Delegations meeting in Rabat on 7-8 September, organized by the Moroccan and Fijian Presidencies of the COP, and met separately in the margins. At these meetings and in their discussion with the Presidencies, the Presiding Officers reconfirmed their commitment to continue working together to ensure that all components of the Paris Agreement Work Programme (PAWP) are addressed comprehensively and in a balanced, coherent manner, both at the upcoming UNFCCC sessions in November 2017 in Bonn and in the final outcome of the PAWP in December 2018. As a practical tool to strengthen coherence and coordination across bodies, the Presiding Officers agreed that, as had been the case in May, a joint stocktaking of all three subsidiary bodies will take place during the November sessions. They also agreed to aim at delivering consistent, coherent and more advanced outputs on each item under the PAWP. They will strongly encourage co-facilitators to use placeholders and references to other related work taking place elsewhere under the process as tools to address the linkages – to make sure no issue “falls through the cracks” and to avoid redundancies and duplication.

Recognizing the need to make the November sessions a significant milestone on the path towards reaching an agreed full outcome for the PAWP at COP 24 in December 2018, the Presiding Officers will work on identifying opportunities to improve the coherence of outputs from the SBI, SBSTA and APA. They will continue to coordinate their efforts during the remaining preparatory period before the November sessions under the overall guidance of the current and incoming Presidencies of the COP. The Presiding Officers will also start, in consultation with Parties and as a matter of priority, exploring options for planning the work by relevant bodies in 2018 to ensure the successful conclusion of the PAWP at COP 24.

Nomination by Eastern Europe of H.E. Prof. Jan Szyszko to serve as President of COP 24
Eastern Europe has submitted the nomination of H.E. Prof. Jan Szyszko, Minister of Environment, Poland, to serve as President of COP 24. This is the fourth time that Poland will hold the Presidency of the Conference, and the second time that Minister Szyszko will assume the position of President of the COP, having served as the President of COP 5.

The Government of Poland looks forward to working closely with all Parties to prepare for a successful Conference.

Informal open-ended consultations on the expectations for COP 23
On Saturday, 13 May, the incoming-Presidency held open-ended informal consultations on the expectations for COP 23. Ambassador Nazhat Khan, accompanied by Minister Inia Seruiratu and Ambassador Deo Saran, assured Parties and observers that the incoming-Presidency would maintain an open-door policy. Furthermore, the incoming-Presidency committed to organizing a transparent and inclusive process.
Parties and observers focused on the importance of defining the format and content of the Facilitative Dialogue and on advancing on the Paris Agreement work programme.
Ambassador Khan closed by inviting everyone to work through the process of “talanoa”. Talanoa is derived from tala, meaning “talking or telling stories”, and noa, meaning “zero or without concealment.” It refers to a process of strengthening relationships based on understanding and collaboration, allowing for an honest and open dialogue.

At the “Presidencies event: taking stock of progress made during the Bonn Climate Change Conference - May 2016,” held on 26 May 2016, the COP 21/CMP11 Presidency represented by H.E. Ambassador Laurence Tubiana, and the incoming COP 22/CMP 12 Presidency represented by H.E. Ambassador Aziz Mekouar, together with the Executive Secretary of the UNFCCC, Chairs of the SBSTA, SBI and the Co-Chairs of the APA, provided information to Parties and non-Party stakeholders on the highlights of the work conducted so far, areas where coherence is needed, and what measures are proposed to enhance collaboration among the various bodies to achieve balance and comprehensiveness in the conduct of their work, including addressing linkages on issues that cut across various bodies. Views were invited from Parties on the progress made.

Ambassador Tubiana reminded participants that this was her last official engagement as the Presidency of COP 21/CMP 11. The Executive Secretary took the floor to extend her deepest appreciation to Ambassador Tubiana. Parties and observers in the room responded with a standing ovation as their expression of appreciation to her for her outstanding work in the lead up to and during the Paris Conference last year as well as her work this year as the high-level Champion of the Presidency, which she will be continuing.

Champion from the Presidency of COP 22 and CMP 12
President-Designate of COP 22 and CMP 12, H.E Mr. Salaheddine Mezouar, Minister of Foreign Affairs and Cooperation of the Kingdom of Morocco, announced in his remarks delivered at the opening meeting of the Bonn Climate Change Conference - May 2016 that H.E. Ms. Hakima EL HAITE, Minister Delegate in Charge of Environment - Minister of Energy, Mining, Water and Environment of Morocco, will be the high-level Champion of Morocco. He stated, “Ms. Minister El Haite, as the high-level Champion of Morocco, is fully devoted to mobilizing the forces of civil society.”

Together with H.E. Ambassador Laurence Tubiana, the high-level Champion from the Presidency of COP 21 and CMP 11, H.E. Ms. Hakima EL HAITE will galvanize support from Parties and non-Party stakeholders.

The opening meeting of the Bonn Climate Change Conference - May 2016, held on 16 May 2016, was presided by the President of COP 21/CMP 11, H.E. Ms. Ségolène Royal, Minister of Environment, Energy and the Sea, in charge of International Relations on Climate, of the Government of the French Republic. Statements were made by the President of COP 21 and CMP 11, President-Designate of COP 22/CMP 12, H.E Mr. Salaheddine Mezouar, Minister of Foreign Affairs and Cooperation of the Kingdom of Morocco, and the Executive Secretary of the UNFCCC, Ms. Christiana Figueres. The President of COP 21 and CMP 11 encouraged Parties to work constructively in a cooperative manner with a view to achieving substantive outcomes. The President-Designate of COP 22 and CMP 12 underlined that the work during the May sessions be guided by the UNFCCC principles of openness, transparency, and inclusiveness in a Party-driven manner. The UNFCCC Executive Secretary asked that Parties will work closely with a view to ensuring that the Marrakech Conference will be a success.

The Government of the French Republic communicated to the UNFCCC on 19 February 2016 that pursuant to Rule 25 of the Draft Rules of Procedure, being applied, H.E. Ms. Ségolène Royal, Minister of Environment, Energy and the Sea, has replaced H.E. Mr. Laurent Fabius as President of the Conference of the Parties at its twenty first session (COP 21) and the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol at its eleventh session (CMP 11) for the remainder of his term in office.

Closing of the Paris Climate Change Conference - November 2015
The closing of the twenty-first session of the Conference of the Parties (COP) and the eleventh session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP), taken place from 30 November to 11 December 2015, in Paris Le Bourget, France, was honoured by the presences of President of the Republic of France, H.E. President Francois Hollande, UN Secretary-General, H.E. Mr. Ban Ki-moon, and Minister of Foreign Affairs of France, President of the COP 21/CMP 11, H.E. Mr. Laurent Fabius. Welcoming the progress made at the Paris Conference, which included the adoption of the landmark Paris Agreement, Minister Fabius extended his heartfelt gratitude to all delegates who made concerted efforts to achieve this outcome guided by the UNFCCC negotiation principles of openness, transparency, and inclusiveness in a Party-driven manner.

Open-ended informal consultations by the incoming-Presidency of the COP21/CMP11 on the expectations for the Paris conference
Ambassador Laurence Tubiana, on behalf of the President-designate of the COP21/CMP11, held an informal consultation on the expectations for the Paris conference during the June sessions. She shared the political vision for COP 21/CMP 11 and underlined that all Parties must cooperate to ensure successful completion of the Paris Agreement and build momentum for enhanced climate action. She expressed the commitment of France for an inclusive and transparent process.
Parties provided their views and their expectations for the Paris conference, expressing their support to the incoming-Presidency on the vision. Some Parties highlighted the crucial role of the incoming-Presidency in steering the intergovernmental process towards a successful outcome.
The various observer constituencies also provided their views on their expectations from Paris, calling for commitment and transparency. The Ambassador assured all participants of her highest commitment and support on behalf of the President-designate of the COP21/CMP11.

Lima-Paris Action Agenda
In the margin of the June sessions, Ambassador Jorge Voto-Bernales, on behalf of COP 20/CMP 10 President and Mr. Laurent Fabius, Minister of Foreign Affairs and International Development of France and President-designate for COP21/CMP 11, together with Christiana Figueres and Janos Pasztor (UN Secretary-General’s Climate Change Support Team) held an event to showcase progress on the Lima Paris Action Agenda, an initiative that was launched during COP 20 as a platform for accelerating climate action from the widest possible range of stakeholders through enhanced cooperation. Its objective is to engage state and non-state actors alike in national and international partnerships with potential for real impact.

The opening of the Geneva Climate Change Conference was honoured by the presence of Mr. Manuel Pulgar-Vidal. Recent messages from the ADP Co-chairs
In preparation for the second part of the first session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP), the Co-Chairs of the ADP have now issued a note that provides their reflections on the general status of work of the ADP after Bangkok with a view to Doha and beyond. In addition, the Co-Chairs recently issued a joint letter to Parties, as well as an open invitation to observer organizations. The Co-Chairs have also issued their summaries of the roundtables on workstream 1 and workstream 2. Read more on ADP

Message from the ADP Co-chairs
The Co-chairs of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) are encouraged that substantive work under the Durban Platform at the Bangkok climate talks has been launched in roundtable discussions. The discussions include the design of the new agreement to be adopted by 2015 which is to come into effect from 2020. Governments have started to outline how they envisage the broad contours and architectural features of this agreement, and how the principles of the Convention will shape it. They are identifying the main challenges and areas of work that need to be considered to ensure an effective, fair and ambitious agreement.

Furthermore, governments have started identifying concrete actions to enable staying on track to hold the global average temperature increase below 2 degrees Celsius.

The discussions in the ADP have been thoughtful, constructive and rich in the exchange of ideas and views. All governments have emphasized the importance of the successful completion of the Bali Road Map and that the new agreement needs to build on successes in domestic implementation of climate policies.

Roundtable discussions will continue during the course of the Bangkok climate talks with the aim of building confidence in these discussions among governments to provide a strong basis for further work in subsequent years.
