Tracking and Recognition

Understanding the current state of climate action by all stakeholders is crucial in identifying gaps and strengthening global efforts to combat climate change. These could be pursued by promoting transparency of the progress of all actors engaging in climate action through monitoring, evaluating, and acknowledging voluntary climate initiatives. The Global Climate Action Portal plays a central role in presenting these voluntary actions and tracking their progress, whereas the work under the Recognition and Accountability Framework aims to enhance the accountability of non-party stakeholder’s climate action, especially on net zero commitments

Recognition and Accountability

The Framework's main objective is to set out the principles of engagement, governance, and data management to recognize net zero leadership and ensure greater accountability for climate actions by 'non-state' actors – that is, by businesses, investors, city and regional governments.

An independent consultation took place to understand the barriers and address issues that are limiting their ambition or slowing their progress on the road to net-zero emissions, with inputs expected to help inform the development of the UNFCCC’s Net Zero Recognition and Accountability Framework and Implementation Plan.

The main output anticipated from the consultation is a report setting out key findings from the consultation and potential pathways forward, expected in the early months of 2024.
