Objectives 

The Paris Agreement has entered the era of implementation. As countries are faced with an economic crisis in the aftermath of the pandemic, the time window for effective action towards achieving the goals of the Paris Agreement and 2030 agenda for sustainable development is shrinking. To accelerate action on the ground, countries have to be equipped with individual, institutional and systemic capacities for devising and implementing climate-sound recovery solutions that align with their NDCs, promote whole-of-society engagement, are sensitive to the needs of vulnerable groups (e.g. women, youth and local communities), and prioritize sectors and communities that are most affected by climate change and socio-economic impacts of the pandemic.  

Innovation and skill development are key to unlocking potentials of endogenous capacities for the implementation of the NDCs on the ground, and ensuring that the domestic workforce (e.g. sectoral experts and technicians, industry workers, and youth) is equipped with the relevant knowledge and skills needed to carry out the implementation of the NDCs in coherence with national development plans and a sustainable recovery. Specifically, this webinar shed light on the role of capacity-building in:  

  • Bolstering capacities for innovation to boost climate-informed and contextually-appropriate solutions for a sustainable recovery in line with national climate and development priorities, leaving no one behind  

  • Enabling gender-responsive green skill development to support a just transition of the workforce in the implementation of NDCs and sustainable recovery, including by engaging educational and training institutions, industry associations and the private sector, and labour unions 

The webinar enabled viewers to enhance their understanding of the interlinkages between accelerated and sustained climate action and skill development, actors who could play a role in boosting innovation and provide capacity-building for skill development, as well as good practices and examples of promoting climate innovation and greening skills for climate action. 

The use of Padlet commenced ahead of the event to allow participants to share relevant resources and examples from their work on the topic of the session, and access examples provided by others before, during, and after the session.

A selection of the resources collected on the Padlet will be added to the Capacity-building Portal, administered by the UNFCCC Capacity-building team. The findings from this webinar will be presented at the 4th Capacity-building Hub hosted by the PCCB at COP27, during a thematic day focused on just transition. 

 

Background 

The 11th Durban Forum was held in conjunction with the 56th session of the Subsidiary Body for Implementation (SBI) on 8 June 2022 under the theme “Capacity-building for integrating NDC implementation into national sustainable recovery plans” and sought to facilitate the sharing of relevant knowledge, experience and lessons learned on capacity-building actions aimed at enhancing the alignment of NDCs and sustainable recovery efforts. 

At the request of the Conference of the Parties, the 11th Durban Forum on capacity-building was to be thematically aligned with the 2022 focus area of the Paris Committee on Capacity-building (PCCB), which is ‘building capacity to facilitate the coherent implementation of nationally determined contributions (NDCs) in the context of national development plans and sustainable recovery’. To inform its work under the annual focus area, the PCCB issued a call for submissions from Parties, observers and other relevant organizations in early 2022, the findings of which were synthesized for further discussion at its 6th meeting, as well as to support the SBI in designing the programme of the 11th Durban Forum. A key theme identified both in the synthesis of submissions and during the discussions at the 10th Durban Forum was the importance of building capacity for skill development to support climate innovation and a just transition of the workforce in the implementation of NDCs and sustainable recovery. 

The outcomes from and the lessons learned at the 11th Durban Forum are expected to feed directly into the work of the PCCB as per its workplan for 2021—2024. Thus, in an effort to ensure effective cross-fertilization of ideas and interchange between discussions at the Durban Forum and the work of the PCCB related to its annual focus area, the PCCB hosted this webinar to address some of the topics and outcomes of the 11th Durban Forum on capacity-building in greater detail.

This ‘Durban Forum Deep Dive’ is an annual activity of the PCCB under its 2021-2024 workplan. As agreed at the 6th PCCB meeting, the webinar also builds on the synthesis of submissions on the 2022 focus area, including a list of best practices and case studies contained therein, as well as a draw on the expertise in the PCCB Network.
