Information for participants (A-Z) - Second global dialogue and the second investment-focused event under the Sharm el-Sheikh mitigation ambition and implementation work programme

The second global dialogue and investment-focused event (Decision 4/CMA.4, para 8 and 11) under the Sharm el-Sheikh Mitigation Ambition and Implementation Work Programme (MWP) will take place from 15 to 17 October, 2023 in Abu Dhabi, United Arab Emirates.

Participants are responsible for making their own accommodation arrangements.

The organizers of the World Investment Forum (WIF) have kindly provided a list of hotels close to the venue of the second investment-focused Event. The list can be found on their website by navigating to the Hotel accommodation and special hotel rates section. 

Special hotel rates for WIF participants are also applicable to participants of the MWP second global dialogue & second investment-focused event and can be received by using the booking links in this document.

Delegates from Parties eligible for funding may visit the daily subsistence allowance (DSA) desk located at the Global Dialogue venue. Please bring your passport, electronic flight ticket confirmation and boarding pass(es) to avoid delay of your DSA payment. 

DSA will be disbursed 100% with pre-bank cards at the venue. After receiving clearance from the DSA office, delegates can proceed to an ATM to collect their DSA approximately one working day after registration. Pre-paid bank card will be issued in USD. The card will have the following features:

  • Can be loaded and reused throughout their 3 year validity
  • Can be used as a normal Mastercard/Visa
  • Cash can be withdrawn
  • Can be used in Shops/Hotels to pay as with other cards

Participants can also deal with the provider (Swiss Bankers) directly for balance enquiries, funds transfers etc. 

IMPORTANT: Participants who already hold a Swiss Bankers Card should bring it with them to receive payments. If a delegate is found in the Swiss Bankers system as a valid card holder, they might not be paid onto a new card unless their present card is declared damaged or lost.

***DSA office will be in room LIWA (UNFCCC Secretariat office) and will be open on Sunday, 15 October 7:30-9:00 and from 12:30-13:30***

Collected pre-paid cards will be charged starting Sunday evening. DSA should be charged to the cards within 24 hours.


*Note on travel for participants funded by UNFCCC secretariat: Any changes made to the date of departure and/or arrival may incur a fee. Changes for private reasons are to be paid by the traveler.  The UNFCCC secretariat will not be responsible for costs associated with any changes you may wish to make to your ticket, for example upgrading, re-routing or stop-overs.

Currency and Forms of Payment

The UAE Dirham (AED) is the national currency of the UAE. Most airport exchanges handle foreign currencies, but it is advisable to convert currencies into USD or GBP before arrival. Credit cards are widely accepted. However, it is useful to keep some cash on hand. Currency exchange services are available at international airports, commercial banks or ‘Bureau de Change’ offices in all major malls and popular shopping districts.

Language

The official language is Arabic. UAE is renowned for the diversity of its workforce and English is commonly spoken.

Due to its location, the UAE has a subtropical and dry climate and is generally hot and sunny year-round. The average temperature in Abu Dhabi in October is 29°C. The average relative humidity in Abu Dhabi in October is 65%.

Electrical appliances

Domestic supply is 220 volts. Sockets are generally suitable for three-pin plugs of British standard design. It is a good idea to bring an adapter.

The second global dialogue and second investment-focused event will only be accessible to duly nominated and registered participants.

Parties have been invited, through their UNFCCC national focal points (NFP) in a Message to Parties on Observer States, to nominate up to two in-person participants for the global dialogue and the investment-focused event. Parties are also invited to nominate up to four representatives to participate virtually in the global dialogue and the investment-focused event via the active virtual participation modality.

***Please note that the deadline for funding requests has passed and at this stage only self-supported in-person participation nominations and virtual participation nominations will be accepted. The system will remain open for nomination and confirmation of participants until 28 September 2023, 23:59 Central European Summer Time (CEST) ***

Upon arrival at the venue for the first time, participants are requested to proceed to the registration desk to collect badges for access to the conference premises.

Identification badges will be issued to participants at registration and need to be worn at all times on the premises. For this, participants are required to bring with them an official identification and their acknowledgement letter received via email upon completion of the registration.

***We highly encourage participants to collect their badges at their earliest possible convenience to avoid delays on the first day of the Global Dialogue.***

Venue for the second investment-focused event

Ramps and lifts are provided at the entrances to ADNEC, lifts operate between the floors and ADNEC has a limited number of wheelchairs for hire for visitors.

The UAE Government has authorized an electronic, free-of-charge special entry permit for all UNFCCC-registered COP28 UAE event attendees, also known as the COP28 UAE Visa.

UNFCCC-registered participants invited to attend Pre-COP28 should utilize the COP28 UAE Visa process to enter the UAE.

  • Once you have completed your UNFCCC registration, you will receive a UNFCCC registration confirmation email, which will include a link to apply for the COP28 UAE Visa.
  • It is mandatory for all non-UAE resident UNFCCC-registered participants entering the UAE to apply for the COP28 UAE Visa prior to arrival, using the visa application link shared within their UNFCCC registration confirmation email.

To apply for your COP28 UAE Visa to enter the UAE for Pre-COP28, you will need to be registered by your National Focal Point through the UNFCCC's Online Registration System.

The COP28 UAE Visa allows the holder a single-entry visit into the UAE. Applicants who leave the UAE and wish to return for COP28 UAE must re-apply for their visa ahead of COP28 UAE.  Please note, you can re-apply only after you exit the UAE, and you must use your UNFCCC registration application number.

If you require a visa to enter the UAE and you already hold a valid “COP28 UAE Visa”, we request you to kindly use that visa for this meeting and re-apply for “COP28 UAE Visa” once again using the same link, once you exit the UAE.

Please note that passports must be valid for a minimum of 6 months after the entry date into the UAE. Passports having an expiration date prior to 17 April 2024 will not be accepted by national authorities.

IMPORTANT: The government of the UAE is not responsible for the procedures and validity of transit visas required by the workshop participants.
