[1] The fourth national communication was due on 1 January 2006. Australia became a Party to the Kyoto Protocol on
11 March 2008.
[2] On 15 December 2011, the Depositary received written notification of Canada's withdrawal from the Kyoto Protocol. This action became effective for Canada on 15 December 2012.
[3] The technical review of the sixth national communication of Canada was conducted in accordance with the Guidelines for the technical review of information reported under the Convention related to greenhouse gas inventories, biennial reports and national communications by Parties included in Annex I to the Convention (annex to decision 23/CMP.19).
[4] The fourth and fifth national communications were due 1 January 2006 and 1 January 2010, respectively. Cyprus became a Party included in Annex I to the Convention on 9 July 2013. It also became a Party included in Annex I under the terms of Article 1, paragraph 7, of the Kyoto Protocol on that date.
[5] The fourth and fifth national communications were due 1 January 2006 and 1 January 2010, respectively. On 23 March 2000, Kazakhstan notified the Depositary that in accordance with Article 4, paragraph 2(g), of the Convention, it intended to be bound by Article 4, paragraphs 2 (a) and (b), of the Convention. At its fifth session, the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol noted that following Kazakhstan's ratification of the Kyoto Protocol on 19 June 2009 and its entry into force for Kazakhstan on 17 September 2009, Kazakhstan became a Party included in Annex I to the Convention for purposes of the Protocol, while remaining a Party not included in Annex I to the Convention for purposes of the Convention.
[6] The technical review of the third to sixth national communications of Kazakhstan was conducted in accordance with the Guidelines for the technical review of information reported under the Convention related to greenhouse gas inventories, biennial reports and national communications by Parties included in Annex I to the Convention (annex to decision 23/CP.19) and the Guidelines for review under Article 8 of the Kyoto Protocol (annex to decision 22/CMP.1).
[7] Luxembourg explained that its fourth national communication was not submitted because of a lack of data and technical capacity (see FCCC/IDR.5/LUX, para. 10).
[8] The fourth and fifth national communications were due 1 January 2006 and 1 January 2010 respectively. Malta became a Party included in Annex I to the Convention on 26 October 2010. It also became a Party included in Annex I under the terms of Article 1, paragraph 7, of the Kyoto Protocol on that date.

The guidelines for review under Article 8 of the Kyoto Protocol (as contained in the annex to decision 22/CMP.1) stipulate that if a Party included in Annex I expects difficulties with the timeliness of its NC submission, it should inform the secretariat before the due date of the submission. If the NC is not submitted within six weeks after the due date, the delay shall be brought to the attention of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol and the Compliance Committee and made public (paragraph 139).
