Capacity-building Hub

The Capacity-building Hub is a dedicated space at COP for discussion, exchange and learning on capacity-building. Convened as a flagship activity of the Paris Committee on Capacity-building (PCCB) since COP 24, it brings together Parties, constituted bodies, capacity-building providers, implementing partners, local institutions and communities to engage openly on what it takes to build lasting capacity for climate action.

Since its first edition, the Capacity-building Hub has covered a wide range of themes, from adaptation and resilience to finance and technology, and from implementing nationally determined contributions and national adaptation plans to strengthening transparency. Across all of these, the aim has stayed the same: to bring the full range of actors and voices into the same conversation, surface lessons from practice, and move conversations beyond individual projects towards the institutional and structural capacities countries need over the long term.

Purpose of the Capacity-building Hub

Capacity-building is central to enabling developing countries to take effective climate action, from adaptation and mitigation to transparency and access to finance. The Capacity-building Hub offers a platform at COP for sharing experience and lessons learned, linking practice on the ground with the intergovernmental process.

The PCCB convenes the Capacity-building Hub to help deliver on its mandate to enhance coherence and coordination of capacity-building under the Convention and the Paris Agreement and address current and emerging capacity gaps and needs in developing countries.

What happens at the Capacity-building Hub

Throughout the conference, the Capacity-building Hub hosts a varied programme of events in a range of formats. These include dialogues that bring local, national and international actors together to exchange perspectives on shared challenges, spotlight sessions that showcase organizations and approaches delivering capacity-building in practice, and practical sessions offering tools, methods and lessons that participants can apply in their own work. Each year, the Capacity-building Hub also features a series of events dedicated to the annual focus area of the PCCB.
