The financial procedures of the Convention stipulate that “an interim statement of accounts for the first year of the financial period shall be provided to the Conference of Parties during the second year of the period” (FCCC/CP/1995/7/Add.1, decision 15/CP.1, annex I, para. 19). The unaudited financial statements for the biennium 2002–2003, as at 31 December 2002, are attached to this note. The Subsidiary Body for Implementation may wish to take note of the information contained in the interim financial statements and decide on the actions it may deem necessary to be included in draft decisions on administrative and financial matters to be recommended for adoption by the Conference of the Parties at its ninth session
