The SBSTA concluded its work related to decision 18/CMA.1, para 12(a) at SBSTA 52-55

The SBSTA continued to discuss methodological issues under the Paris Agreement and agreed to forward the outcome of its work on the matters for consideration by the CMA at its third session with a view to CMA 3 adopting a decision on this matter. The CMA 3 adopted the common tabular formats referred to in chapters V–VI of the annex to decision 18/CMA.1 for the electronic reporting of the information on financial, technology development and transfer and capacity-building support provided and mobilized, as well as support needed and received, under Articles 9–11 of the Paris Agreement, as contained in annex III of decision 5/CMA.3.

At SBSTA 50, the SBSTA took note of the informal note prepared by the co-facilitators on this matter under their own responsibility, which have no status and do not reflect the consensus views of Parties. The SBSTA agenda item 10 draft conclusions as orally amended, invited Parties to submit their views on the matters related to tables for reporting on support needed and received, and support mobilized via the submission portal, preferably by 30 September 2019.

The SBSTA by decision 18/CMA.1, paragraph 12a, was requested to develop the common tabular formats for the electronic reporting of the information referred to in chapters V and VI of the annex, taking into account the existing common tabular formats.

Reporting

In accordance with chapter V of the MPGs, adopted by the CMA 1, developed country Parties shall provide information on support provided and mobilized pursuant to Article 13, paragraph 9, of the Paris Agreement.

In accordance with Article 13, paragraph 9, of the Paris Agreement, other Parties that provide support should provide information on support provided and mobilized, and are encouraged to use the MPGs contained in chapter V.

With respect to the support needed and received, developing country Parties should report information, as described in chapter VI of the MPGs.

Further work to be conducted by 2020: the SBSTA by decision 18/CMA.1, paragraph 12a, was requested to develop the common tabular formats for the electronic reporting of the information referred to in chapters V and VI of the annex, taking into account the existing common tabular formats and common reporting formats.

Technical Expert Review

Information provided in the biennial transparency reports of developed country Parties will be subject to Technical Expert Review (TER), in accordance with chapter VII of the MPGs. Information provided in the biennial transparency reports of developing country Parties will be subject to TER. The MPG, chapter VII, foresee application of flexibility for developing country Parties.

Facilitative, multilateral consideration of progress

Each Party will be subject to facilitative, multilateral consideration of progress (FMCP). The MPG, chapter VIII, foresee application of flexibility for developing country Parties.

Bodies involved in work related to transparency of support

The SBSTA serves as the link between the scientific, technical and technological assessments and the information provided by competent international bodies, and the policy oriented needs of the COP (decision 6/CP.1). The SBSTA also serves the Paris Agreement in accordance with Article 18 of the Agreement.

COP 17 requested the SBSTA to develop methodologies for reporting financial information, taking into account existing international methodologies, and based on the experiences gained in preparing the first biennial reports (decision 2/CP.17, paragraph 19).

In the context of the adoption of the Paris Agreement, COP 21 requested the SBSTA to develop modalities for the accounting of financial resources provided and mobilized through public interventions in accordance with Article 9, paragraph 7, of the Agreement (decision 1/CP.21, paragraph 57).

The SBSTA concluded its work on this matter at its 49th session. The outcome was incorporated in chapter V of the modalities, procedures and guidelines for the transparency framework for action and support.

One of the functions of the SCF involves assisting the COP in exercising its functions in relation to measurement, reporting and verification (MRV) of support (decision 2/CP.17, paragraph 121). At COP 21, it was decided that the SCF shall serve the Paris Agreement in line with its functions and responsibilities established under the COP (decision 1/CP.21, paragraph 63).
