Background
In November 2021, by Decision 1/CMA3, para. 27, Parties established a work programme to urgently scale up mitigation ambition and implementation in this critical decade in a manner that complements the global stocktake.
In November 2022, by Decision 4/CMA.4, Parties agreed Mitigation work programme to:
- start immediately after the COP27/CMA4 and continue until its eighth session (2026), with a view to adopting a decision on the continuation of the work programme at that session
- be carried out under the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA)
- be implemented under the guidance of the two co-chairs appointed every two years by the Chairs of the SBSTA and SBI
- hold at least two global dialogues every year and investment-focused events
Eighth global dialogue and investment-focused event
The eighth global dialogue and investment-focused event (Decision 4/CMA.4, para 8 and 11) under the Sharm el-Sheikh Mitigation Ambition and Implementation Work Programme (MWP) will take place from 28–30 September 2026 in Sydney, Australia.
The co-chairs of the Sharm el-Sheikh Mitigation Ambition and Implementation Work Programme are pleased to communicate, that considering the submissions on suggested topics from Parties, observers and other non-Party stakeholders and in line with the scope of the work programme the eighth global dialogue will focus on enabling mitigation ambition and implementation in industries, drawing on national and regional experience – Part 2 and other cross cutting issues as mandated in decision 4/CMA.4, paragraph
Based on inputs received via submissions and consultation to date, the indicative areas for discussion during the eighth global dialogue being considered by the co-chairs are as follows:
Area of discussion 1: Experiences of best practices and actionable solutions in addressing challenges and barriers, including the enablers of ambition and implementation of mitigation action in industries
This area of discussion will explore technology options, trends and innovation ecosystems for decarbonizing industries, drawing on national and regional experience, with a focus on building on and diving deeper into the discussions already started on industries.
Participants may consider, technology pathways for relevant industries, frontier and emerging solutions, and the role of innovation ecosystems in accelerating deployment, among others. This area of discussion may also consider the institutional, financial, and governance frameworks that can support the movement of technologies from demonstration to commercial scale, while highlighting how solutions and approaches have been applied in practice and lessons that may be relevant for other circumstances.
Area of discussion 2: Experiences of other cross-cutting issues as mandated in decision 4/CMA.4, paragraph 4
This area of discussion will explore cross-cutting issues, synergies, trade-offs, and co-benefits associated with mitigation action, drawing on national and regional experience.
Participants may consider the interactions between mitigation options across different sectors and systems, including interactions with other environmental and socio-economic objectives. They may also discuss how these intersect with broader sustainable development priorities and poverty eradication, and how coordinated approaches could help deliver multiple co-benefits, including equity considerations, participation of diverse stakeholders, international cooperation, while minimizing trade-offs and supporting the reduction of emissions.
Parties are reminded to submit views on opportunities, best practices, actionable solutions, challenges and barriers relevant to the topics of the dialogues in 2026 via the submission portal, as early as possible, or at the latest, four weeks before the dialogue, by 31 August 2026, in accordance with paragraph 14 of decision 4/CMA.4.
The final agenda will be shared after the deadline for submissions.
