Background

The Government of Türkiye will host the 31 Conference of the Parties of the UNFCCC (COP 31), with a view to building on previous successes and paving the way for future ambition to effectively tackle the global challenge of climate change.

The meeting comprises the thirty-first session of the Conference of the Parties (COP 31), the twenty-first session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 21), and the eight session of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA 8).

Code of Conduct

The UNFCCC is committed to upholding the fundamental human rights, dignity and worth of the human person, and equal human rights of all participants in a UNFCCC event. UNFCCC events are guided by the highest ethical and professional standards, and all participants are expected to act with integrity and respect towards all participants.

Harassment in any form, including sexual harassment, will not be tolerated. All participants are expected to conduct themselves in a professional and respectful manner and familiarize themselves with the Code of Conduct and other guidelines, including, but not limited to the following:

Any incident that infringes on the Code of Conduct guidelines should be reported either directly to any badged UN Department of Safety and Security (UNDSS) officer or by calling the United Nations Security Control Centre, which is open 24 hours a day. The phone number will be provided in due course. Incidents may also be reported to SpeakUp@unfccc.int.

Guidelines on the use of cameras and audio/video recording devices

Cameras and audio/video recording devices may be used by participants in public areas, such as lobbies and corridors, provided that such activities do not cause disruption to the activities or movements of participants or security provisions of that area.

However, the recording of audio and video by Party or observer organization delegates at open or closed official meetings or in designated high-security zones is not permitted.

United Nations Security guidelines related to observer media actions, distribution of publicity materials, etc.

Authorized media actions and publicity events by admitted observers following official procedures, in designated areas, are permitted. Materials containing abusive or offensive language or images or political pronouncements are not permitted in the conference venue.

Guidelines for the participation of non-governmental organization representatives

Non-governmental organizations are responsible for the conduct of their representatives. Any behaviour not consistent with these guidelines may have an impact on current or future participation in UN Climate Change events, including de-badging or revoking access for the organization and/or the individual.

Information from the COP 31 Presidency and the COP 31 Blue and Green Zone will be available on the COP 31 Presidency website.

In accordance with rule 19 of the draft rules of procedure being applied, the credentials of representatives of Parties, as well as the names of alternate representatives and advisers, shall be submitted to the secretariat no later than 24 hours after the opening of COP 31, CMP 21 and CMA 8. Any later change in the composition of the delegation shall be communicated to the secretariat as early as possible.

The credentials must be issued by the Head of State or Government, by the Minister of Foreign Affairs or, in the case of a regional economic integration organization, by a competent authority of that organization. They should indicate the date and place where the instrument was issued, be signed by the competent authority and indicate the title of the signatory. In the case of a person acting ad interim as the Head of State or Government or as the Minister of Foreign Affairs, the title must indicate that the person is exercising such powers ad interim. In this respect, the secretariat will accept the following formulations: Acting President, Acting Prime Minister, Acting Minister of Foreign Affairs, President ad interim, Prime Minister ad interim and Minister of Foreign Affairs ad interim.

The secretariat wishes to remind Parties that, in accordance with decisions 17/CP.9, 36/CMP.1 and 2/CMA.1, only one set of credentials is necessary to cover the participation of Parties in COP 31, CMP 21 and CMA 8.

Original credentials, duly signed as indicated above and written in one of the six official languages of the United Nations*, should be deposited during COP 31, CMP 21 and CMA 8. To ensure proper handling and delivery to the repository, no other office or authority of the secretariat or the host country has been designated to receive credentials. The exact location of the secretariat office where the credentials should be deposited will be communicated at a later stage.

To acknowledge receipt of credentials, the badge of the delegate delivering the credentials will be scanned as confirmation of receipt of the document. A list of valid credentials will be posted on the UNFCCC COP 31 web page. The secretariat strongly recommends that Parties verify that their credentials have been listed on the official web page of the secretariat. In the event that they are not listed 48 hours following the deposit of credentials, the External Relations Office of the UNFCCC should be contacted. In accordance with rule 20 of the draft rules of procedure being applied, the Bureau will examine the credentials and submit its report to the COP.

Information concerning the appointment of representatives participating in the sessions that is communicated by fax, email, letter or note verbale from a ministry, embassy, permanent mission to the United Nations or other participating government office or authority or through a local United Nations office will not be considered as a credential.

*Credentials may be submitted in Arabic, Chinese, English, French, Russian or Spanish. To facilitate the examination of credentials, a courtesy translation into English would be appreciated if the credentials have been executed in another official United Nations language.

Pre-session and in-session documents will be made available on the COP 31, CMP 21, CMA 8, SBSTA 64 and SBI 64 session web pages on the COP 31 conference page.

In view of sustainability considerations and the need to optimize the use of resources, documents will be available online only. While delegates may print documents themselves at the computer centre, they are encouraged to limit such printing.

The UNFCCC secretariat shall not be responsible for any expenses incurred by participants who are requested to leave the premises or refused registration or access to the sessions for which they have been nominated and/or registered as participants. 

Non-smoking policy 

Smoking indoors is strictly prohibited, including the use of vapers and electronic cigarettes. Designated outdoor smoking areas are available at various locations throughout the conference venue.

General information on participation and engagement of observer organizations and other non-Party stakeholders can be found here. Additionally, the Observer Handbook for COP 31, which provides essential guidance for observer organizations on effective and meaningful engagement in the UNFCCC process, will be made available here as soon as ready.

Observer organizations that miss the nomination deadline will not receive a quota for confirming delegates during the confirmation phase. Please see the section “Registration” below for further information.

The number of observer organizations admitted to the UNFCCC process has been significantly increasing in recent years. While the addition of new organizations enriches the process, there is a need for more diversity and regional balance in the representation of observer organizations at UNFCCC sessions, as recognized by the SBI. Therefore the registration quota allocation system has been revisited. Efforts are being made to ensure a more balanced representation of observer organizations with regard to regional groups and constituencies.
