RCC Asia-Pacific in 2025

The Regional Collaboration Centre (RCC) for Asia and the Pacific is based in Bangkok, Thailand. Established in 2015 in partnership with the Institute for Global Environmental Strategies, the RCC supports countries across the region in accelerating climate action through targeted technical assistance, capacity‑building, and regional coordination. In 2025, the RCC continued to support countries of the region in achieving climate goals under the Paris Agreement.

Achievements in 2025

In 2025, RCC Asia and the Pacific delivered extensive support across adaptation, mitigation, transparency, and stakeholder engagement. The Centre organized 73 events, including major activities on NDC implementation, Article 6 readiness, and carbon pricing instruments. Support reached 15 countries, ranging from Southeast Asia to the Pacific Islands.

Key achievements include:

  • Developing and delivering training modules for Lao PDR, Pakistan, and Viet Nam on integrating food‑systems actors into NAPs and NDCs.
  • Strengthening Southeast Asian countries’ capacity to formulate and implement National Adaptation Plans through partner‑supported training.
  • Increasing visibility of regional adaptation progress by contributing to the NAP Progress Report.
  • Enhancing understanding of innovative adaptation finance through a regional brainstorming workshop.
  • Providing direct support to the Philippines, Mongolia, Papua New Guinea, and others on NDC 3.0 development and carbon pricing feasibility studies under the CIACA initiative.
  • Building capacity on Article 6 operationalization through targeted regional workshops.
  • Supporting the Asia‑Pacific NDC Clinic to help countries identify investment needs and develop financing strategies.
  • Helping LDCs, LLDCs, and SIDS align SDG planning with NDCs through the 2025 Executive Training Course for Policymakers.
  • Engaging the private sector through masterclasses and national workshops on Article 6 and NDC implementation.
  • Supporting sectoral approaches to NDC implementation, including nature‑based solutions, industrial decarbonization, low‑carbon cities, climate‑resilient food systems, and energy transition.
  • Coordinating with partners through the Asia‑Pacific ETF Group of Friends and participating in regional Issue‑Based Coalitions on climate action.
  • Empowering youth through the Youth Empowerment in Climate Action Platform (YECAP) and supporting Indigenous youth participation in UNFCCC processes.
  • Accelerating gender‑responsive climate action through a regional cross‑learning workshop.

Direct Country Support

RCC Asia and the Pacific provided tailored technical assistance across adaptation, NDCs/LT‑LEDS, and Article 6:

Adaptation

  • Supported Laos and Viet Nam in integrating food‑systems actors into NAPs and NDCs.
  • Facilitated NAP submissions for Australia, Brunei, Indonesia, and Viet Nam.
  • Organized NAP Country Dialogues in Solomon Islands and Timor‑Leste.
  • Responded to the Republic of Korea’s request for keynote support at its national adaptation forum.

NDCs and LT‑LEDS

  • Supported Mongolia’s national workshop on accelerating NDC 3.0 and LT‑LEDS implementation.
  • Assisted Papua New Guinea in strengthening its NDC regulatory framework.
  • Supported the Philippines in conducting inclusive consultations on gender equality, disability, and social inclusion for NDC 3.0.

Article 6 and Carbon Pricing

  • Conducted feasibility studies on carbon pricing instruments in Laos, Mongolia, and Papua New Guinea.
  • Provided technical support on CDM transition and Article 6 to the Philippines, Malaysia, Palau, Thailand, Viet Nam, and Cambodia.

Case Study: Mongolia

RCC Asia and the Pacific supported Mongolia in launching a coordinated national sensitization workshop following the submission of its NDC 3.0 and preparation of its LT‑LEDS. The workshop convened over 100 stakeholders and resulted in:

  • strengthened multi‑sectoral engagement,
  • agreed mechanisms for operationalizing NDC 3.0 and LT‑LEDS,
  • enhanced MRV and data systems, and
  • increased buy‑in from government and non‑government actors.

As the host partner, we recognize RCC Asia-Pacific as instrumental in harmonizing UN Climate Change expertise with regional institutions and national priorities. This alignment is the foundation for delivering coherent and impactful climate action across the Asia-Pacific region.

Acting as a trusted regional convener, RCC Asia-Pacific utilized platforms and partnerships to understand the landscape of country-level climate planning and implementation, identify unique needs, and facilitate knowledge and experience exchange. RCC Asia-Pacific translated these insights into strengthened national implementation efforts by providing demand-driven, direct country support—specifically through hands-on technical and advisory assistance tailored to country priorities in 2025.

As we continue to collaborate on advancing core implementation areas—including NDC development, National Adaptation Plans, and Article 6 readiness—IGES remains fully committed to this partnership, helping to shape a more sustainable and resilient future for the Asia-Pacific region.
