Background

Developing countries continue to face persistent challenges in accessing and effectively utilizing climate finance to implement their Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs). These challenges often stem from limited institutional capacity, fragmented coordination mechanisms, and insufficient engagement across key stakeholder groups. In response, the Paris Committee on Capacity-building (PCCB) selected “Capacity-building for holistic investment strategies, bankable projects, and stakeholder engagement to strengthen the implementation of NDCs and NAPs in developing countries” as its 2025 focus area. 

Objectives

  • Diagnose critical capacity gaps that prevent developing countries from accessing climate finance, examining technical, institutional, and ministerial-level constraints that hinder the development of bankable projects and investment strategies. 
  • Showcase coordination models that effectively connect capacity-building providers, national institutions, and financing mechanisms to deliver results on the ground. 
  • Chart pathways for systemic improvement by exploring opportunities to harmonize assessment tools, optimize sequencing of interventions, and strengthen coordination through the PCCB to maximize the impact of capacity-building investments.
