BACKGROUND

The LEG meets twice a year to develop and review progress on the implementation of its work programme. At this meeting, the LEG will develop the work programme for 2026–2027 considering ongoing work and new mandates arising from COP 30. The meeting will also include discussions with representatives of the least developed countries (LDCs), and relevant organizations, including the Adaptation Fund Board secretariat, the Green Climate Fund secretariat, the Global Environment Facility and its agencies, and regional centres and networks, regarding support to the LDCs.

Provisional agenda

1. Adoption of the agenda and organization of work
2. Election of officers 
3. Progress in the implementation of the LEG work programme for 2025–2026
4. Development of a vision for the LDCs successfully adapting and addressing the Convention and Paris Agreement, with support from the LEG
a) Develop a vision for 2030
b) Back cast to the present to identify key milestones to the present
c) Identify obstacles and challenges in attaining the vision and the evolving needs of the LDCs
5. Discussion of select cases to inform the meeting
6. Evolving gaps and needs of the LDCs in the context of the midterm review of the mandate of the LEG
7. Prioritizing support to the LDCs based on current mandates and main gaps and needs
a) Understanding the mandates and core functions of the LEG
b) Discussion of selected activities from each workstream
  •    Authoritative technical guidance on adaptation planning and implementation
  •    Direct technical support to the LDCs to facilitate the transition from planning to implementation
  •    Capacity-building, peer learning, and regional support
  •    Facilitation, coordination, and transparency of adaptation finance
  •    Knowledge synthesis, evidence, and strategic reporting
  •    Cross-cutting integration: gender, just transition, Indigenous Peoples, and vulnerable groups
8. Collaborating with the GCF, the GEF/LDCF and the AF on support provided to the LDCs for the formulation and implementation of NAPs and related elements of the LDC work programme
9. Development of the LEG rolling work programme for 2026–2027
10. Meeting with organizations (26 and 27 February 2026)
a) Introduction to a vision for 2030 for the LDCs
b) Assisting LDCs in accessing funding from the GCF, LDCF, AF and other sources for implementing the priorities identified in their NAPs
c) Engagement with the LDCs
d) Priorities and needs for the support for the LDCs
  •    The UNFCCC Updated NAP technical guidelines and their integration into support systems 
  •    Coordinated approach to integrating the GGA framework in NAPs 
  •    Guidelines and priorities for development of supplementary materials 
  •    Support for the implementation of NAPs 
  •    Support for the formulation of NAPs 
  •    Support for an effective NAP process 
e) The NAP Expo, Regional Expos 
f) Strategic technical assistance and capacity-building activities in 2026 
g) Tracking NAPs – the annual progress report for 2026 and the mid-term review of the UN Doha Programme of Action for the LDCs
