Background


Significant progress has been made under the agenda item on matters relating to the Global Goal on Adaptation (GGA) at COP29 and SB62.

CMA 6 launched the Baku Adaptation Roadmap (BAR) with the aim of advancing progress in line with Article 7, paragraph 1, of the Paris Agreement and supporting the implementation of the elements outlined in paragraph 38 of Decision 2/CMA.5. It further requested the subsidiary bodies to develop modalities for work under the Roadmap.

SB62 provided Parties with an opportunity to reflect on progress and consider the future direction of the Global Goal on Adaptation (GGA). The outcomes of those discussions underscore the need for continued dialogue ahead of COP30 to strengthen political momentum, enhance clarity on implementation pathways, and support a unified vision for adaptation under the Paris Agreement.

With the BAR’s modalities yet to be defined, and building on existing mandates with a forward-looking perspective, the second climate week in 2025 (CW-2) provides an opportunity for consultations among Parties, under the leadership of the COP Presidencies, to exchange perspectives, identify shared priorities and explore potential pathways forward for the BAR and the GGA at CMA 7.

Scope and objective


Led by the current and incoming COP Presidencies, the consultations aim to provide a space for Parties to exchange views on matters relating to the GGA, including modalities for the BAR in the lead-up to CMA 7. The discussion will focus on advancing a shared understanding of key components of the agenda, including:

  • Modalities for advancing the Baku Adaptation Roadmap (BAR);
  • Approaches to adaptation;
  • Options for structuring a COP30 outcome that reflects political ambition.

The outcomes of these consultations will inform further reflections by the Presidencies. Parties are encouraged to engage openly and constructively to contribute to a strong and unified political signal on adaptation at COP30.

Consultations will be conducted in a hybrid format, allowing both in-person and virtual participation to maximize inclusivity and engagement.

Proposed agenda and guiding questions


The meeting will begin with welcome remarks from the COP Presidencies, followed by a brief scene-setting presentation summarizing Party proposals on modalities for the BAR and the broader adaptation work. The ensuing discussion will be guided by the following questions:

  1. How can existing UNFCCC processes and collaboration with Party and non-Party stakeholders be effectively leveraged to shape consistent modalities for the BAR?
  2. What specific considerations and/or challenges should be addressed in developing modalities for operationalizing the Baku Adaptation Roadmap (BAR)?
  3. How can different adaptation approaches be meaningfully reflected in future work under the GGA and aligned with national contexts and needs?
  4. What key elements should a COP30 outcome include to send a strong political signal and provide long-term direction and coherence for adaptation under the Paris Agreement?
