The expert consultation is organized by the members of the Task Force on Displacement and the Expert Group on Non-economic losses who are co-leading the development of the technical guide on averting, minimizing and addressing non-economic losses in the context of human mobility. 

This in-person consultation is open to all experts registered for the 2nd meeting of all thematic expert groups of the WIM Executive Committee. Virtual participation is possible. A link to connect will be shared with the experts via email from the organizers of the consultation.

Objectives of the meeting

The stakeholder consultation aims to:

  • Inform the development of the technical guide on averting, minimizing and addressing non-economic losses in the context of human mobility
  • Present the latest development of the technical guide to receive feedback
  • Allow for exchange of relevant insights from diverse experiences on further examples of the interlinkages of human mobility and non-economic losses, of response mechanisms and normative frameworks and on recommendations.

Background information

The Executive Committee of the Warsaw International Mechanism for Loss and Damage (WIM ExCom) is working on the nexus between non-economic losses and human mobility.

As part of their respective Plans of Action, members of the Task Force on Displacement (representatives from the International Organization for Migration (IOM), the United Nations High Commissioner for Refugees (UNHCR) and the International Labour Organization (ILO)) and the Expert Group on Non-economic losses (representatives from Hugo Observatory for the Environment, Migration and Politics at the University of Liège and the Organisation of Eastern Caribbean States (OECS)) are co-leading the development of a technical guide on averting, minimizing and addressing non-economic losses in the context of human mobility. 

This technical guide will provide user-friendly tools to Parties and other relevant stakeholders to avert, minimize, and address non-economic losses in the context of human mobility, including impacts on indigenous or local knowledge, societal identity, and cultural heritage. As part of the development of this technical guide, three virtual stakeholder consultations and one in-person stakeholder consultation will take place.
