Background: Recognizing the sense of urgency conveyed by Parties at CMA 4 and the need for a more structured approach to technical discussions, the co-chairs of the ad hoc work programme on the new collective quantified goal on climate finance (NCQG) propose that technical expert dialogues be organized in a manner that facilitates a shift of discussions from scoping the elements of NCQG to identifying clear options for the goal's framing and structure, as well as how the goal would be implemented. The 2023 workplan prepared by the co-chairs of the ad hoc work programme will outline the preliminary topics for each technical expert dialogue in 2023 to ensure options across all elements of the goal are developed ahead of CMA 5 for consideration by Parties, including, inter alia, quantity, quality, scope and access features, as well as sources of funding, of the goal and transparency arrangements to track progress towards achievement of the goal.
Objective: The fifth technical expert dialogue aims to discuss and identify potential options for the framing and structure of the NCQG, particularly elements related to the temporal scope and timeframe of the goal, how the goal may be structured with quantitative and qualitative elements.
Format and participation: The technical expert dialogues are mandated to be held in different regions. The fifth technical expert dialogue will take place over three days in Vienna, Austria, and is open to nominated Party and non-Party stakeholders for on-site participation. To ensure inclusive and broader participation, the dialogue will be held in a hybrid format, enabling virtual participation. As mandated, the dialogue will have webcast.
The technical expert dialogues in 2023 will be organized to facilitate technical discussions on the NCQG, comprising primarily of focused working groups where participants are tasked with identifying and developing options, including challenges and opportunities, for specific elements of the NCQG. Depending on the topic, thought-provoking or scene-setting expert presentations or inputs prior to working group sessions may be held to help inform the task of identifying options. In addition, after each working group session, sufficient time will be dedicated to report back on options identified, and for open discussion among all participants to exchange views on the options.
In addition, the technical expert dialogues also present an opportunity for dynamic and interactive exchanges of a wide range of perspectives and experiences on the potential design and implementation of the NCQG. The provisional programme presents the themes and topics for discussion at the fifth technical expert dialogue. It takes into account the views expressed by Parties and non-Party stakeholders in their submissions as well as the views expressed during informal consultations held with interested groups of Parties upon their request as at 23 February 2023.
