High-level segment - COP 24

The second part of the high-level segment at the twenty-fourth session of the Conference of the Parties, the fourteenth session of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol, and the third part of the first session of the Conference of the Parties serving as the Meeting of the Parties to the Paris Agreement (COP 24/CMP 14/CMA 1.3), will begin on Tuesday, 11 December 2018 at the Miedzynarodowe Centrum Kongresowe (MCK International Congress Centre), Katowice, Poland.

The opening of the second part of the high-level segment will take place in Plenary Mazowsze at 15:00. National statements will be heard following the opening of the high-level segment.

The second part of the high-level segment will continue on Wednesday, 12 December in Plenary Mazowsze at 10:00 with remaining national statements followed by statements from IGOs and NGOs.

Given the limited time available and the number of Parties who have registered to deliver a national statement, statements will be delivered without a break. It will also be necessary to limit the duration of each statement. To be fair to all speakers, time limits will be strictly enforced and national statements during the second part of the high-level segment will be restricted to three minutes. This will allow Parties to deliver their national statements and contribute to the smooth flow of the second part of the high-level segment.

Statements will be delivered in accordance with the time of inscription in the list of speakers, and reflecting protocol order in accordance with United Nations Framework Convention on Climate Change.

The list of speakers for the second part of high-level segment includes Heads of State and Government, ministers and other heads of delegations who have registered and confirmed their wish to deliver a national statement. There will be one list of speakers for Parties to the Convention, the Kyoto Protocol and the Paris Agreement. Parties will have only one opportunity to deliver a national statement during the second part of the high-level segment. Those Parties whose Head of State or Government delivered a national statement on Monday, 3 December will not be able to deliver another national statement. Parties are encouraged to take advantage of the opportunity to have their statements posted on the UNFCCC website in lieu of making a verbal delivery.

Full texts of the statements will not be circulated in hard copy in the room during the high-level segment. Statements delivered during the second part of the high-level segment will be uploaded and made available on the UNFCCC webpage. To have statements posted on the UNFCCC webpage, Parties speaking at the second part of the high-level segment are requested to e-mail an electronic copy of the statement in advance to the following e-mail address external-relations@unfccc.int. All Parties are kindly requested to provide the Conference Officer in the plenary with 15 copies of their statements in advance to meet the needs of the interpreters.

Parties are requested to note that the secretariat is not in a position to accommodate individual requests for changes in a Party’s speaking slot. Parties wishing to make a change may wish to exchange slots with another Party. However, both Parties are required to notify the secretariat of any agreement that has been reached.

Special passes will be required for access and attendance at the opening of the second high-level segment. These special passes can be collected from the Information desk of the conference venue.
