ISSUES IN THE NEGOTIATING PROCESS

Public Awareness

Article 6(a) (i) of the Convention suggests the promotion at the national level and in  accordance with the respective national capacities of "the development and implementation of educational and public awareness programmes on climate change and its effects."  The "development and exchange of educational and public awareness material on climate change change and its effects" are encouraged in Article 6(b)(i) through cooperation in and promotion at the international level and where appropriate using existing bodies.

Public awareness refers to the impact of activities to educate the public about issues.  Communicaitons planning is a process to facilitate the goal of educating and informing the public about an issue.  Communication happens when the message sent is received, understood and acted upon by an intended audience.

The following selections have been brought together in the interest of facilitating the development of public awareness programmes on climate change and its affects at the national level.  The linkages provided in the "training resources" option were selected as they provide an understanding of the tools required to put together  a communications plan while the "information products" option directs users to actual products used in "climate change" public awareness campaigns.  The selections under the "links" option are multi-purpose but relate to public awareness and climate change themes. The selections provided are not exhaustive and your inputs are welcome.

A "case studies and approaches" option was not provided for lack of available material.  However, should you wish to share your experience as a case study or as an approach to public awareness for addressing climate change again we welcome your input.
