Call for case studies on financing loss and damage

(Bonn, updated 12 April 2023) The Transitional Committee (TC) is inviting submissions of case studies to inform its discussions at its second meeting (TC2) under its workplan as contained in document TC1/2023/3/Rev.3. Case studies representing a wide range of experiences are welcome, including from different regions and reflecting different contexts (including, for example, fragile and conflict-affected States). Case studies from developed countries are also welcome.

It is expected that most case studies will primarily be submitted by countries. Organizations may also submit case studies and share their experiences in providing support to countries.

The case studies should be short, a couple of pages of real-life experiences with loss and damage and challenges that could be discussed at the upcoming first workshop on 29 to 30 April and would help the TC2 identify gaps, priorities etc. The guiding questions below are simply to guide the case studies which should be rather factual on the local landscape in different regions.

  • What are the funding needs in relation to addressing loss and damage and how are they determined (amounts and for what and for whom)?
  • What are the funding sources, instruments, channels and arrangements to meet these needs? what are the most effective sources/instruments?
  • What are triggers for delivery of support at different stages of response?
  • What are delivery mechanisms through which support is reaching beneficiaries directly (such as at the local level)?
  • What are the mechanisms in tracking support provided and what are gaps in current support? What are the different kinds of gaps, such as in relation to speed, eligibility, access, adequacy, etc?
  • How would coordination, coherence and synergies can be enhanced through the existing landscape of institutions to address gaps/needs, and where new funding/arrangements are deemed to be a priority?
  • What are experiences, best practices and lessons learned in the mobilization and delivery of resources to address loss and damage? In particular, what kinds of challenges are countries facing when it comes to addressing loss and damage – these can be related to speed, eligibility, access, adequacy; How do these challenges vary by issue, eg. climate related emergencies, SLR, displacement, relocation, migration, climate data, climate resilient reconstruction and recovery, etc.

Notifications for the First Meeting of the Transitional Committee issued 

(Bonn, 8 March 2023) - Notifications regarding the First Meeting of the Transitional Committee have been sent to Parties and observer States, United Nations organizations and admitted intergovernmental organizations, and constituency focal points of admitted non-governmental organizations. The Meeting took place from 27 to 29 March 2023 in Luxor, Egypt.
