Promoting research on adaptation options and the development and diffusion of technologies, know-how, and practices for adaptation, particularly addressing identified adaptation priorities and building on lessons learned from current adaptation projects and strategies
Needs-based technology transfer is important for helping countries adapt to climate change. Most methods of adaptation involve some form of technology, which in the broadest sense includes not just material and equipment but also diverse forms of knowledge. Parties have taken decisions to promote the development and transfer of environmentally sound technologies at each session of the COP. Further information on existing secretariat work on the development and transfer of technology is available under Cooperation & Support - Technology
Activities and deliverables under the second phase (2008-2010) include:
The SBSTA recognised the work undertaken by the EGTT and requested the group to take into accout outcomes from the Nairobi work programme for consideration under relevant aspects of its work programme for 2008-2009.
Activities and deliverables under the first phase (up to June 2008) included:
Submissions by Parties and relevant organizations as part of submissions on adaptation planning and practices
Synthesis report based on the information contained in the submissions
The activities will be undertaken under, and in coordination with, the work of the SBSTA on technology transfer. Under the Convention, the developed country Parties and other developed Parties included in Annex II shall take all practicable steps to promote, facilitate and finance, as appropriate, the transfer of, or access to, environmentally sound technologies and know-how to other Parties, particularly to developing countries to enable them to implement the provisions of the Convention (Article 4.5). This commitment is echoed in similar provisions under the Kyoto Protocol.
Work in the area of technologies for adaptation can contribute to efforts by Parties and organizations to:
Enhance work on different aspects of technologies and know-how for adaptation, as well as on opportunities for their transfer, development and diffusion, taking into account local and indigenous knowledge and experience as well as ongoing activities and projects.
Details of activities and deliverables under the first phase
The SBSTA invited Parties and relevant organizations to provide structured submissions, by 15 May 2007, on adaptation approaches, strategies, practices and technologies for adaptation at the regional, national and local levels in different sectors, as well as on experiences, needs and concerns.
The submissions from Parties and relevant organizations can be accessed here and through a database on submissions on adaptation planning and practices, which can be searched focussing on technologies.
The SBSTA requested the secretariat to prepare a synthesis report, by its twenty-seventh session, on technologies for adaptation identified in the submissions from Parties and relevant organizations on adaptation planning and practices. The synthesis report can be found below:
