This issue concerns the adverse impacts on developing countries response measures undertaken by developed countries aimed at mitigating climate change.
Article 4.8 of the Convention calls on Parties to consider actions, including those related to funding, insurance and the transfer of technology, to meet the specific needs and concerns of developing countries in this regard, listing categories of countries (e.g. whose economies are highly dependent on fossil fuels) that may be particularly affected.
Article 2.3 of the Kyoto Protocol urges Annex I Parties to strive to implement policies and measures set out under Article 2 in such a way as to minimize adverse effects of climate change, and effects on international trade, and social, environmental and economic impacts on other Parties, especially on those identified in Article 4.8 and 4.9 of the Convention, taking into account Article 3 of the Convention (principles). The COP serving as the meeting of the Parties (COP/MOP) may take further action to promote the implementation of this paragraph.
Article 3.14 of the Kyoto Protocol requires Annex I Parties to strive to implement their emission targets in such a way as to minimize adverse social, environmental and economic impacts on developing countries, particularly those identified in Article 4.8 and 4.9 of the Convention. In line with the relevant COP decisions, this article calls on the COP/MOP to consider, at its first session, what actions are necessary to minimize adverse effects of climate change and the impacts of response measures including the establishment of funding, insurance and transfer of technology.
At COP 12 and COP/MOP 2 Parties considered the implementation of decision 1/CP.10, including the two presessional expert meetings on economic diversification.
In accordance with Decision 31/CMP.1 the UNFCCC secretariat under the guidance of the Chair of the Subsidiary Body for Implementation organized the workshop on reporting methodologies on Art. 3.14 of the Kyoto Protocol from 4 to 6 September 2006 in Abu Dhabi, UAE.
At SBI 24, the Chair of the SBI informed Parties on the progress of implementation of decision 1/CP.10.
Prior to SBI 24, the pre-sessional expert meeting on economic diversification was held in Bonn from 16 to 17 May 2006 as mandated by paragraph 16 (b) of decision 1/CP.10. Experts discussed economic diversification and sustainable development in developing countries, technical support for structural and institutional capacity for economic diversification and foreign and domestic investments and partnerships to support economic diversification in the context of the impact of the implementation of response measures.
At COP 11 and COP/MOP 1, Parties considered the implementation of decision 1/CP.10. One Party expressed its views on the presessional expert meeting on economic diversification to be held prior to SBI 24, which can be found in document FCCC/SBI/2005/MISC.4. Parties also adopted decision 31/CMP.1 “Matters relating to Article 3, paragraph 14, of the Kyoto Protocol”.
Prior to COP 11, the pre-sessional expert meeting on response measures was held in Montreal from 23 to 24 November 2005 as mandated by paragraph 16 (a) of decision 1/CP.10. Experts discussed modelling and financial risk management in the context of the impact of the implementation of response measures.
At SB 22, Parties exchanged views under Other matters on the terms of reference for the first pre-sessional expert meeting on response measures to be held prior to SBI 23.
At COP 10, Parties concluded their long-standing negotiations on the further implementation of Decision 5/CP.7 and adopted decision 1/CP10 entitled “The Buenos Aires programme of work on adaptation and response measures”.
