Existing arrangements on measurement, reporting and verification of support

Annex II Parties provide information on the provision of financial, technological and capacity-building support to non-Annex I Parties through their biennial reports (BRs) and common tabular formats (CTFs), in accordance with the “UNFCCC biennial reporting guidelines for developed country Parties”. An international assessment and review (IAR) of the BRs is conducted to, inter alia, assess the provision of support. Click here for more information.

To improve consistency and transparency of reporting financial information, the COP, by decision 9/CP.21, adopted adjustments to the reporting parameters in tables 7, 7(a) and 7(b) of the BR CTFs. The electronic reporting application for the CTFs will be revised by the secretariat accordingly, in time for the preparation and submission of BRs due in 2018. In line with the same decision, the secretariat will also improve the UNFCCC website to allow for search functions to collect financial information from the CTFs. In addition, Annex II Parties also provide information on support provided through their national communications (NCs).

“Guidelines for the preparation of national communications by Parties included in Annex I to the Convention, Part II: UNFCCC reporting guidelines on national communications” is currently undergoing revision, under which the guidelines and tables concerning financial, technological and capacity-building support will be harmonized with those of the BR and CTF tables. Non-annex I Parties provide information on support needed and received through their biennial update reports (BURs) in accordance with the UNFCCC biennial update reporting guidelines for Parties not included in Annex I to the Convention as well as NCs.
