COP 261

Agenda item 8. Matters relating to finance:

  (a) Long term climate finance (further information available here)

     1. COP 20 requested the secretariat to organize annual in-session workshops through to 2020 and to prepare a summary report on the workshops for annual consideration by the COP and at the biennial high-level ministerial dialogue on climate finance (Decision 5/CP.20, paragraph 12).

     2. The in-session workshop on long-term climate finance scheduled to be held in 2020 was convened in two parts. The outcomes of the workshop will inform the fourth biennial high-level ministerial dialogue on climate finance.

  (b) Matters relating to the Standing Committee on Finance (further information available here)

       1. COP 17 decided that the SCF shall report at each ordinary session of the COP and make recommendations for consideration by the COP on all aspects of its work (Decision 2/CP.17, paragraph 120). COP 23 decided that the COP would agree on the timeline for the second review of the functions of the SCF at COP 25 at the latest. COP 24 requested the SCF to report to COP 25 on progress in implementing its workplan (Decision 4/CP.24, paragraph 16).

  (c) Report of the Green Climate Fund to the Conference of the Parties and guidance to the Green Climate Fund (further information available here)

     1. The COP will be invited to provide guidance to the GCF on policies, programme priorities and eligibility criteria, taking into consideration the reports of the GCF and the SCF as well as the annual report to the COP on the operation of the registry of nationally appropriate mitigation actions.

  (d) Report of the Global Environmental Facility to the Conference of the Parties and guidance to the Global Environmental Facility (further information available here)

    1. The COP will be invited to provide guidance to the GEF on policies, programme priorities and eligibility criteria taking into consideration the reports of the GEF and the SCF as well as the annual report to the COP on the operation of the registry of nationally appropriate mitigation actions. The COP also provides guidance to the LDCF and SCCF, as the funds being administered by the GEF, under this agenda item.

  (e) Seventh review of the Financial Mechanism (further information available here)

     1. The COP (Decision 3/CP.4) reviews the Financial Mechanism every four years. Furthermore, the COP decided to assess the implementation of the GEF’s capacity-building initiative for transparency in the context of the seventh review of the FM (Decision 1/CP.21, paragraphs 87-89).

     2. COP 23 decided to initiate the seventh review at its twenty-sixth session (November 2020) in accordance with the updated guidelines, or as these guidelines may be subsequently amended. The COP will be invited to initiate, and agree on the guidelines for, the seventh review of the Financial Mechanism taking into account the guidelines contained in the annex to decision 12/CP.22.

  (f) Compilation and synthesis of, and summary report on the in-session workshop on, biennial communications of information related to Article 9, paragraph 5, of the Paris Agreement (further information available here)

     1. CMA requested developed country parties to to submit biennial communications starting in 2020. It also requested the sec to prepare a compilation & synthesis of the submission and to organize an in-session workshop and prepare a summary of the workshop.

     2. The CMA decided to consider, and invited the COP to consider, the compilations and syntheses and the summary reports on the in-session workshops starting in 2021 (Decision 12/CMA.1, paras. 9 and 12).

     3. The COP will be invited to consider the compilation and synthesis and the summary report on the 2021 in-session workshop.

Agenda item 8. Matters relating to finance:

  (a) Matters relating to the Standing Committee on Finance

      1. CMA 1 requested the SCF to prepare draft guidance to the GEF and GCF, and on the LDCF and the SCCF for consideration and adoption by CMA 2 (Decision 3/CMA. 1, paragraph 8). The CMA will be invited to consider the draft guidance prepared by the SCF and take any action it deems necessary.

  (b) Guidance to the Green Climate Fund 

      1. The CMA will be invited to provide guidance to the GCF on policies, programme priorities and eligibility criteria.

  (c) Guidance to the Global Environment Facility  

      1. The CMA will be invited to provide guidance to the GEF on policies, programme priorities and eligibility criteria.

  (d) Matters relating to the Adaptation Fund (further information available here)

      1. CMA 1 invited the CMP to request the AFB to consider the rules of procedure of the Board, the arrangements of the Adaptation Fund with respect to the Paris Agreement and the implications of the Adaptation Fund receiving the share of proceeds from the activities under Articles 6, 12 and 17 of the Kyoto Protocol when the Adaptation Fund serves the Paris Agreement; with a view to forwarding recommendations to CMA 2 (Decision 13/CMA.1).

      2. The CMA will be invited to consider the recommendations of the CMP and take any action it deems appropriate.

  (e) New collective goal on climate finance

      1. The mandate for the item is derived from decision 1/CP.21, paragraph 53. By decision 14/CMA.1 Parties decided to initiate deliberations at CMA 3, on setting a new collective quantified goal from a floor of USD 100 billion per year in the context of meaningful mitigation actions and transparency of implementation, and taking account the needs and priorities of developing countries.

  (f) Compilation and synthesis of, summary report on the in-session workshop on biennial communications of information related to Article 9, paragraph 5, of the Paris Agreement

      1. The CMA (Decision 12/CMA.1) decided to consider the compilations and syntheses of the biennial communications and the summary reports on the in-session workshops, starting in 2021.

Agenda item 7. Matters relating to the Adaptation Fund

  (a) Report of the Adaptation Fund Board (for 2020 and 2021)

      1. The CMP will be invited to consider the report of the AFB, to provide guidance to it and to take any action it deems appropriate. The CMP will further be invited to elect members and alternate members of the AFB.

Agenda item 14. Matters relating to Adaptation Fund

  (a) Membership of the Adaptation Fund

      1. The CMP requested the AFB to consider the rules of procedure of the Board, the arrangements of the Adaptation Fund with respect to the Paris Agreement and any other matter so as to ensure the Adaptation Fund serves the Paris Agreement smoothly; to consider the implications of the Adaptation Fund receiving the share of proceeds from the activities under Articles 6, 12 and 17 of the Kyoto Protocol when the Adaptation Fund serves the Paris Agreement;

      2. At SBI 51, Parties were not able to advance substantively on this matter as developing countries were of the view that no further discussions were required after they have presented their views on this matter at SBI 50. Developed countries were of the view that this matter should be resolved as soon as possible.

  (b) Fourth review of the Adaptation Fund

      1. SBI (June 2020) was mandated to formally initiate the fourth review of the Adaptation Fund, and previous reviews have been conducted along agreed timelines. This is the first review being conducted where the Adaptation Fund serves both the Kyoto Protocol and the Paris Agreement, and arrangements are ongoing for the Fund to exclusively serve the Paris Agreement.

Agenda item 14. Methodological issues under the Paris Agreement

  (c) Common tabular formats for the electronic reporting of the information on financial, technology development and transfer, and capacity-building support provided and mobilized, as well as support needed and received, under Articles 9-11 of the Paris Agreement (Further information available here)

      1. SBSTA 51 continued consideration of this matter.92 The co-facilitators for these agenda sub-items, under their own responsibility, prepared informal notes to capture progress.93 However, SBSTA 51 was not able to reach conclusions. In accordance with rule 16 of the draft rules of procedure being applied, these matters have been included in the provisional agenda for this session.

      2. The SBSTA will be invited to continue its consideration of these matters with a view to finalizing its work and making recommendations thereon for consideration and adoption at CMA 3.
