The terms of reference of the Task Force on Displacement were adopted in ExCom 6 held in 2017. It currently comprises 14 members, including 4 ExCom members serving as facilitators of the expert group.

Norwegian Refugee Council/Internal Displacement Monitoring Centre

Alice Baillat serves as the Policy Adviser at the Internal Displacement Monitoring Centre (IDMC) in Geneva. She provides strategic guidance to support IDMC’s policy engagement in the fields of internal displacement, conflict, disasters and climate change. She works on the impacts of climate change on human mobility and on security for almost 15 years, with previous positions occupied in research institutions in France and at IOM in Geneva.

United Nations Development Programme (UNDP)

Keti Chachibaia serves as the Regional Technical Advisor for climate change adaptation at the United Nations Development Programme’s (UNDP) Global Environment Finance unit. With over 18 years of work experience, her areas of expertise include climate change adaptation with a particular focus on institutions and policies for adaptation and nature-based approaches to disaster and climate risk management. She has supported programming work in over 20 countries, mainly in Asia, Northern Africa, Middle East, Eastern Europe, and CIS in the area of climate change adaptation.

United Nations High Commissioner for Refugees (UNHCR)

Andrew Harper currently serves as the Special Advisor on Climate Action to the United Nations High Commissioner for Refugees (UNHCR) in Geneva. He currently works to provide strategic guidance, oversight, and expertise to shape UNHCR’s response to the climate emergency. He has previously worked for the Australian Embassy in Turkey and the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), and in various field locations with UNHCR, including Central and Southeast Asia, the Western Balkans, Islamic Republic of Iran, and Ukraine.

Rose KOBUSINGE

Children and youth constituency of the UNFCCC (YOUNGO)

Rose is a passionate and driven Climate Action advocate hailing from Uganda, with a strong focus on driving individual, political, and non-state stakeholders to take action against climate change. Her mission is centred on amplifying underrepresented African voices in climate action and enhancing the resilience of vulnerable communities, including refugees, children, and youth.

Manuel Marques PEREIRA

International Organization for Migration (IOM)

Manuel Pereira serves as the Head of the Migration, Environment and Climate Change Division at the International Organization for Migration (IOM). His areas of expertise include displacement management, climate change adaption, disaster risk reduction, humanitarian operations, and environmental management. Previously, he served in various positions in IOM including Emergency Coordinator and Deputy Chief of Missions, Bangladesh and Cluster Coordinator for the CCCM, Iraq.

International Federation of Red Cross and Red Crescent Societies (IFRC)

Ezekiel Simperingham is the Global Lead on Migration and Displacement for the International Federation of Red Cross and Red Crescent Societies (IFRC). He is an international lawyer with more than 17 years of experience with expertise in climate-related displacement. Previously, he served as the Asia Pacific Coordinator for IFRC.

Platform on Disaster Displacement (PDD)

Atle Solberg is the Head of the Secretariat of the Platform on Disaster Displacement (PDD). His areas of expertise include disaster displacement and other forms of human mobility in the context of the adverse effects of climate change, protection and human rights, comprehensive risk management, risk modelling and assessment, preparedness, disaster risk reduction, solutions and sustainable development and strategic coordination. Previously, he served as the Head of the Secretariat at the Nansen Initiative and as Country Director for the Norwegian Refugee Council (NRC).

Idrissa Semde

Network of environmentalist experts from Burkina Faso; UNFCCC Least Developed Countries Expert Group

Idrissa Semde has been the executive of the Ministry in charge of the environment of Burkina Faso since 1996 and is a member of the United Nations Framework Convention on Climate Change (UNFCCC) Least Developed Countries Expert Group (LEG). He led the development of Burkina Faso's first National Determined Contribution in 2015 and Burkina Faso's first biennial report in 2017.

Kajsa Fernström Nåtby is the Head of Section of the Climate Division in the Ministry of the Environment in Sweden and serves as Co-chair for the Task Force on Displacement and is an Executive Committee of the Warsaw International Mechanism for Loss and Damage (WIM ExCom). She works on mainstreaming youth, gender, and indigenous perspectives in climate action and is a part of the EU Team and the Swedish Delegation to the United Nations Framework Convention on Climate Change (UNFCCC) negotiations. Previously, she served as a Sustainability Advisor at the Group Sustainability Office, Svenska Handelsbanken and was a Youth Delegate in the Swedish delegation to COP 23.
