Background

The NAP Global Network supports developing countries to advance their NAP processes to help accelerate climate change adaptation efforts around the world. The NAP Global Network was established in 2014 and today connects over 2,700 participants from more than 170 countries working on national adaptation planning and action, and has delivered direct support to more than 60 countries.

The recent collaborative publication “Toolkit for Monitoring, Evaluation, and Learning for National Adaptation Plan Processes” of the NAP Global Network and the UNFCCC Adaptation Committee aims to build capacity and enhance the knowledge of (primarily developing) countries teams in strengthening MEL systems. 

Robust MEL systems are critical to understand the effectiveness of adaptation efforts and inform adaptation actions across scales, ultimately supporting positive adaptation outcomes both environmentally, socially and economically – and helping to avoid maladaptation. However, several government teams working on adaptation and evidence, and actors supporting these teams, lack the knowledge, resources and access to information for developing MEL systems efficiently, and aligned with their national and global requirements. 

We propose to dedicate this PCCB session towards conducting an interactive, peer-led training for national governments on MEL systems for NAP processes. Furthermore, the NAP Global Network will be launching an online course on MEL based on the Toolkit, which will support participants in sustaining and enhancing their learning on MEL well after the PCCB session.

 

Objectives

  • Increase the knowledge and capacity of country governments, and actors supporting them, in developing and strengthening monitoring, evaluation, and learning (MEL) systems for national adaptation plan (NAP) processes. 
  • Enhance understanding and access to key resources to use to support their MEL efforts
  • Set of key steps for countries to address upon their return from COP
  • Support changes in policies and practice through the development of national MEL systems
